Recently, the Government of Vietnam has just agreed to issue Decree 19/2013/ND-CP amending and supplementing a number of articles of Decree 61/2006/ND-CP on policies for teachers and educational management staff working at specialized schools in areas with particularly difficult socio-economic conditions.
Currently, the rotation period for teachers and educational management officers to work in areas with exceptionally difficult socio-economic conditions is 3 years for females and 5 years for males. At the end of the aforementioned work period, teachers and educational management officers will be arranged by the competent educational management agency to rotate back to their previous place of residence and work before being assigned to work in areas with exceptionally difficult socio-economic conditions or facilitated to transfer their work according to their wishes.

According to Decree 61/2006/ND-CP, the educational management agency and localities where the teachers and educational management officers rotate back to have the responsibility to receive, arrange, and allocate work while simultaneously rotating another person to replace if required. If there are difficulties in staffing and salary funds, they will be adjusted accordingly.
Specifically, the State grants teachers and educational officers working in special schools in areas with exceptionally difficult socio-economic conditions the most favorable benefits and allowances to continue their work and devotion to the sector, specifically:
- If during the rotation period, teachers and educational management officers voluntarily choose to stay to continue working and stabilize their long-term lives, they are considered for land allocation for housing, farm economic activities, and family economic development, and are granted loans for housing and economic activities with preferential interest rates, repayable over 10 years.- Teachers and educational management officers whose families move with them are granted allowances for travel expenses, luggage shipping costs for accompanying members, and relocation allowances equal to 12 months of the common minimum wage for a household at the time of taking up the work assignment, as recorded in the relocation decision (Based on Decree 19/2013/ND-CP).
Thus, the transfer allowance is applied to teachers and educational management officers whose families move with them, equivalent to 12 months of the common minimum wage for a household at the time of taking up the work assignment, as recorded in the relocation decision.
