All forms of official dispatches, minutes, applications, commitments, agreements, and reports concerning in vitro fertilization and conditions for surrogacy for humanitarian purposes applicable to Vietnamese agencies, organizations, individuals, and foreign individuals conducting in vitro fertilization and surrogacy in Vietnam are issued together with Decree 10/2015/ND-CP of Vietnam's Government.

This Circular stipulates that the application of in vitro fertilization techniques and surrogacy for humanitarian purposes must adhere to the following principles:
- Infertile couples and single women have the right to have children through in vitro fertilization techniques as prescribed by specialist doctors; infertile couples are entitled to seek surrogacy for humanitarian purposes.
- Couples seeking surrogacy, the surrogate, and children born through surrogacy are assured safety regarding private life, personal secrets, family secrets, and are respected and protected by law.
- The in vitro fertilization, donation and reception of oocytes, donation and reception of sperm, donation and reception of embryos, and surrogacy for humanitarian purposes are conducted on the principle of voluntariness.
- The donation and reception of sperm, donation, and reception of embryos are carried out on the anonymous principle between the donor and the recipient; the donor's sperm and embryos must be encoded to ensure secrecy but still must clearly state the characteristics of the donor, especially racial factors.
- The practice of in vitro fertilization techniques must follow technical procedures; health standards for individuals undergoing in vitro fertilization, pregnancy, and giving birth are regulated by the Minister of Health of Vietnam.
