All Entitlements for Military Service in 2019

As known, in February 2019, localities will simultaneously organize the conscription and handover ceremonies, notably in Dak Lak Province on February 20, 2019. Besides serving in the military being a prestigious obligation, those who undertake military service will also enjoy certain benefits, including some allowances during their active service and upon discharge.

According to Clause 1 Article 21 of the Military Service Law 2015, the term of active military service during peacetime for non-commissioned officers and soldiers is 24 months. After 24 months of active military service, non-commissioned officers and soldiers will be entitled to the following allowances and benefits:

1. Allowances based on current military rank

To be specific, as per the guidelines in Table 7 of Decree 204/2004/ND-CP and Point b Clause 2 Article 3 of Circular 88/2018/TT-BQP, the military rank allowance for active non-commissioned officers and soldiers is calculated by multiplying the current military rank allowance coefficient with the statutory pay rate. Currently, according to Decree 72/2018/ND-CP, the statutory pay rate is 1.39 million VND/month.

Therefore, the current military rank allowances are as follows:

- Private: Coefficient 0.4 - Allowance: 1,390,000 VND x 0.4 = 556,000 VND/month;- Private First Class: Coefficient 0.45 - Allowance: 1,390,000 VND x 0.45 = 625,500 VND/month;- Corporal: Coefficient 0.5 - Allowance: 1,390,000 VND x 0.5 = 695,000 VND/month;- Sergeant: Coefficient 0.6 - Allowance: 1,390,000 VND x 0.6 = 834,000 VND/month;- Staff Sergeant: Coefficient 0.7 - Allowance: 1,390,000 VND x 0.7 = 973,000 VND/month.

2. Additional allowance for extended military service

According to Article 4 of Decree 27/2016/ND-CP and Article 4 of Circular 95/2016/TT-BQP, in addition to the military rank allowances mentioned above, non-commissioned officers and soldiers who continue to serve in the military beyond the required period as decided by the Minister of National Defense according to the Military Service Law 2015 will receive an additional 250% of the current military rank allowance from the 25th month onwards. The calculation is as follows:

Allowance from the 25th month onwards = Current military rank allowance + Extended service allowance

Where:

Extended service allowance = Current military rank allowance x 250%

Note: This allowance does not apply to non-commissioned officers and soldiers awaiting transition to professional military personnel, defense workers, or public employees; awaiting education or exams; studying at academies or schools within or outside the military, and other cases.

3. Special allowance for female non-commissioned officers and soldiers

Apart from male service members, according to Article 6 of the Military Service Law 2015, females may voluntarily serve in the military when needed. In such cases, female non-commissioned officers and soldiers receive an additional encouragement allowance of 0.2 compared to the statutory pay rate monthly.

Thus, with the statutory pay rate at 1.39 million VND/month, the encouragement allowance for female non-commissioned officers and soldiers is currently 278,000 VND/month.

4. One-time discharge allowance

- If serving 24 months in the military:

Based on Clause 2 Article 7 of Circular 95/2016/TT-BQP, non-commissioned officers, and soldiers upon discharge are entitled to a one-time discharge allowance equivalent to 2 months of the statutory pay rate for each full year of service in the military (12 months).

In case of odd months, the calculation is as follows:

- Less than 01 month: no discharge allowance;- From 01 month to 06 months: receives an allowance equal to 01 month of the statutory pay rate;- Over 06 months to 12 months: receives an allowance equal to 02 months of the statutory pay rate.

- Additional allowance for extended military service:

Non-commissioned officers and soldiers who serve beyond the required period, in addition to the standard allowance, receive additional allowances upon discharge as follows:

- From the 25th to less than 30th month: additional allowance equal to 01 month of the current military rank allowance;- Full 30 months: additional allowance equal to 02 months of the current military rank allowance.

5. Time served is counted towards social insurance contribution

According to Clause 1 Article 7 of Circular 95/2016/TT-BQP, the period of active military service by non-commissioned officers and soldiers counts as the contribution period for social insurance (BHXH) for determining social insurance benefits.

If before enlistment, there was a period of mandatory social insurance contribution at state agencies, organizations, or economic establishments of various economic sectors, upon discharge, the pre-enlistment service period with social insurance contribution and the military service period are combined for determining social insurance benefits according to regulations, and handled by the Ministry of National Defense.

If before enlistment, there was a period of mandatory social insurance contribution at state agencies, organizations, or economic establishments of various economic sectors, upon discharge and rejoining the former place or other state agencies, organizations, or economic establishments, the pre-enlistment service period and subsequent service period with social insurance contribution are combined for determining social insurance benefits according to regulations.

6. Job creation allowance

According to Clause 4 Article 7 of Circular 95/2016/TT-BQP, non-commissioned officers and soldiers who complete the required military service under the Military Service Law 2015 upon discharge are entitled to job creation allowance equivalent to 06 months of the statutory pay rate as stipulated by the Government of Vietnam at the time of discharge.

Thus, the current job creation allowance is: 1.39 million VND x 6 = 8.34 million VND.

7. Full salary and allowances during the probation period

According to Clauses 3, 4, and 5 Article 8 of Decree 27/2016/ND-CP, non-commissioned officers and soldiers upon discharge are prioritized by local authorities for job placement; receive additional points in admission, recruitment of officials, and public employees; and receive full salary and allowances of the recruited position corresponding to their training level during the probation period.

Additionally, state agencies, and economic organizations are responsible for re-hiring, arranging work, and ensuring salary and wages equivalent to the pre-enlistment position for discharged non-commissioned officers and soldiers.

Non-commissioned officers and soldiers enrolled in or accepted to vocational education or higher education institutions before enlistment are entitled to preserve their educational results and be re-admitted to those institutions.

Discharged non-commissioned officers and soldiers who have completed their military service and wish to receive vocational training assistance may be eligible for such support under Decree 61/2015/ND-CP.

8. Travel and subsistence allowance from unit to residence

Upon discharge, non-commissioned officers and soldiers are organized by the direct management unit for a farewell gathering with a cost of 50,000 VND/person; escorted to their local residence or given travel expense (standard class) and subsistence allowance from the unit to their residence.

This is stipulated in Clause 4 Article 7 of Decree 27/2016/ND-CP.

Note: From July 01, 2019, according to Clause 8 Article 4 of Resolution 70/2018/QH14, the statutory pay rate will increase from 1.39 million VND to 1.49 million VND/month. Therefore, the mentioned allowances and benefits will be adjusted accordingly from July 01, 2019.
