On June 12, 2006, the Government of Vietnam promulgated Decree 58/2006/ND-CP regarding the adjustment of administrative boundaries of certain communes, wards, and districts; the establishment of communes; the expansion of commune-level towns within the districts of Yen Hung, Tien Yen, Dam Ha, Hai Ha, the town of Uong Bi, and Ha Long City, Quang Ninh Province of Vietnam.

Decree 58/2006/ND-CP adjusts the administrative boundary of Dai Duc Commune to establish Dai Thanh Commune under Tien Yen District, Quang Ninh Province of Vietnam as follows:
- Adjust 2,058.60 hectares of natural area and 1,193 inhabitants from Dai Duc Commune to establish Dai Thanh Commune.
- Dai Thanh Commune has 2,058.60 hectares of natural area and 1,193 inhabitants.
- The administrative boundary of Dai Thanh Commune: East borders Dai Duc Commune, Tien Yen District; West borders Vo Ngai Commune, Binh Lieu District; South borders Phong Du Commune; North borders Tinh Huc Commune, Binh Lieu District.
Thus, after adjusting the administrative boundary, Dai Duc Commune retains 2,560.70 hectares of natural area and 1,496 inhabitants. Meanwhile, Tien Yen District has 43,759.4 hectares of natural area and 43,293 inhabitants, with 12 affiliated administrative units including the following communes: Phong Du, Hai Lang, Dong Rui, Yen Than, Tien Lang, Dong Ngu, Dong Hai, Dien Xa, Ha Lau, Dai Duc, Dai Thanh, and the town Tien Yen in Vietnam.
