On June 19, 2020, the Ministry of Public Security issued Circular 68/2020/TT-BCA regulating the procedures for patrolling, inspecting, and handling administrative violations by the Waterway Police, which takes effect from August 5, 2020.

Circular 68/2020/TT-BCA stipulates the resolution and handling of some violations in the patrol and control activities of the waterway police. To be specific:
Case of violation where the offender does not comply with control requirements, incites, or drags others to obstruct law enforcement officers:
- Notify and explain to the offender and those obstructing the violation of the law and comply with the inspection requirements.- If the situation becomes too complicated or exceeds the patrol unit's capability and authority to handle, the patrol, control team must immediately report to the unit leader while contacting local authorities and relevant agencies to coordinate in solving the issue.- In cases where the subject threatens or uses force, weapons to resist, the patrol officers must remain vigilant, decisively control, search, and seize the weapons. If the subject remains stubborn or poses a danger to those around, the officer is authorized to use weapons and support tools to neutralize the subject's actions according to the law; simultaneously, create an initial file, consolidate documents, and evidence to transfer to the competent authority.- Use technical and professional equipment to record the situation.
Case of violation where the offender insults, threatens or pushes law enforcement officers:
- Use technical and professional tools and equipment to record the situation.- Mobilize, persuade, and require the offender and related individuals to stop the violation, disperse the crowd (if any).- Control the relevant individuals and vehicles.- If there is intentional non-compliance and continued violation, the patrol and control team shall restrain and take the violator to the nearest People's Committee office, local police station for resolution. If the situation is complicated and affects security and order, notify the nearest police force for assistance.- Check personal identification papers and other papers, exhibits, vehicles, and related goods.- Depending on the nature and extent of the case, apply appropriate measures to handle violations according to the law.
Case of resolving waterway traffic congestion:
- For minor and narrow-scale traffic congestion, the patrol team leader shall assign specific tasks to each team member to guide and regulate traffic to clear the congestion. If necessary, request the inland waterway management agency to resolve.- In case of serious traffic congestion, the patrol team leader shall initially identify the cause of the congestion, assign team members to guide and regulate traffic to reduce congestion; notify and request the inland waterway management agency to coordinate in organizing traffic routing from afar; promptly report to the unit leader and local authorities to request mobilization and reinforcement of coordinating forces.
