Article 9 of Circular 62/2020/TT-BTC from the Ministry of Finance stipulates 6 responsibilities and authorities of KBNN in controlling regular expenditures from NSNN through KBNN. To be specific:
Comply with the regulations in Clause 3 Article 15 of Decree 11/2020/ND-CP. In case of force majeure due to information technology application system failures or other objective reasons, the administrative procedure resolution time can be extended, but the final administrative procedure resolution time must be clearly notified to the unit.
Participate with financial agencies and competent state management authorities in inspecting the usage of the budget; confirm actual expenditures, advances, and the final year-end balance of budget units using the budget at KBNN.
Check and control the legality and validity of documents and vouchers. If they do not meet the regulations specified in Article 6 of this Circular, KBNN will refuse to make payments and at the same time send a written notification to the unit using Form 02 attached to this Circular and be responsible for its decision. KBNN is not responsible for documents and vouchers that are not required to be sent to KBNN for control under the regulations.
KBNN is responsible for temporarily suspending payments at the request of the financial agency (in writing) for cases stipulated in Clause 2 Article 8 of Circular 62/2020/TT-BTC.
Regularly urge budget-using units to conform to advances and recover advance capital.
Organize the control and payment work according to professional processes, ensuring payments are prompt, full, and convenient for budget-using units, simplifying administrative procedures, and strictly managing NSNN funds.
