5 Principles of Training for Citizen Reception and Handling of Applications in the Decision

March 25, 2019, the Ministry of National Defense issued Circular 25/2019/TT-BQP stipulating policies for training applicable to individuals within the Army who perform the duties of citizen reception, complaint handling, denunciation, petition, and reflection.

payment policies for allowances for those who receive citizens, handle complaints, denunciations, petitions, and reflections in the military are implemented based on the following principles:

- The allowance regime for individuals performing duties at the citizen reception office of the Ministry of National Defense is calculated based on the working day.- The allowance regime for individuals performing duties at other citizen reception offices or locations is calculated based on the actual working days; duty time of 4 hours or more in a day is entitled to 100% allowance, under 4 hours is entitled to 50% allowance.- Individuals specified in Clauses 1 and 4, Article 2 of Circular 25/2019/TT-BQP, who are on the payroll of any agency or unit, will have their allowances paid by that respective agency or unit.- Individuals specified in Clauses 2 and 3, Article 2 of Circular 25/2019/TT-BQP will have their allowances paid by the inviting or convening agency.- Allowances are paid together with the monthly salary and are not used for calculating, receiving social insurance benefits, or health insurance.
