Circular 39/2015/TT-BCA on the assignment of responsibilities and coordination relationships in the investigation and resolution of fire and explosion incidents by the People's Police Force, issued by the Minister of Public Security on August 21, 2015.

Circular 39/2015/TT-BCA stipulates that the Police units and localities; Security Investigation Agency, Investigation Agency at all levels; Fire Prevention and Fighting and Rescue Police; other forces in People's Police and related organizations and individuals involved in the investigation and resolution of fire and explosion incidents must adhere to the following 04 principles for conducting and coordinating fire and explosion investigations:
1. Comply with the provisions of the law; perform the right functions, duties, and coordinate according to the provisions of this Circular and other relevant laws.
2. Ensure promptness, accuracy, objectivity, and comprehensiveness; protect the interests of the State, and the legal rights and interests of organizations and individuals.
3. The authority to investigate fire and explosion incidents is determined according to the provisions of the law on criminal investigation organization.
4. The investigation agency, Fire Prevention and Fighting and Rescue Police, and lower-level Forensic Technology Police units are subject to the direction and professional guidance of higher authorities; the Heads, Deputy Heads of the Investigation Agency, Investigators, Expert Assessors, Forensic Officers, and appointed Heads, Deputy Heads of the Fire Prevention and Fighting and Rescue Police must bear responsibility to their superiors and before the law for all their actions, decisions, and conclusions.
