3 Sources for Receiving Complaints, Suggestions, and Feedback in the People's Public Security Forces

This is a noteworthy content issued by the Minister of Public Security under Circular 68/2013/TT-BCA providing guidance on handling complaints, petitions, and reports; resolving complaints and managing the work of complaint resolution within the People's Public Security.

To be specific, according to the regulations in Circular 68/2013/TT-BCA, complaints, petitions, and reflections in the People's Public Security are received from the following sources:

- Transferred by the leaders of the Communist Party, the State, National Assembly deputies, deputies of the People's Councils, the Vietnam Fatherland Front Committee and its member organizations, the press agencies, and other agencies according to legal regulations;- From individuals, agencies, and organizations directly filing complaints at the Police;- Sent through postal services and other sources.

According to current regulations, complaints from foreign agencies, organizations, and individuals in Vietnam and the resolution of complaints under the jurisdiction of the People's Public Security are applied according to the Law on Complaints 2011, Decree 75/2012/ND-CP, and Circular 68/2013/TT-BCA, except in cases where international treaties to which the Socialist Republic of Vietnam is a party have different provisions. In cases where other laws provide different regulations on complaints and complaint resolution, the provisions of such laws shall apply.

Note: Agencies, units, and individuals, after receiving complaint petitions, petitions, reflections, or documents recording the content of the complaint from the above sources, must record and enter them into the computer database system for management and tracking; they must stamp "Received" and clearly mark the date of receipt. The handling officer or the person with authority to resolve the complaint is responsible for preserving, not damaging, losing, or altering the form and content of the petition.
