On September 26, 2024, the Ministry of Science and Technology of Vietnam issued Decision 2477/QD-BKHCN on the Regulation for Implementing Democracy in the operations of the Ministry of Science and Technology.

12 matters to be disclosed by the heads of agencies and units regarding implementing democracy of the Ministry of Science and Technology of Vietnam

As stipulated in Article 8 of the Regulation issued together with Decision 2477/QD-BKHCN, excluding information that is classified as state secrets, operational secrets, or information not yet disclosed according to legal regulations, the head of the agency or unit must disclose internally the following contents:

(1) The guidelines and policies of the Communist Party of Vietnam and the laws of the State related to the organization and activities of the agency or unit.

(2) The annual, quarterly, and monthly work plans of the agency or unit.

(3) Data, explanatory reports of the state budget estimates approved by the competent authority, and other financial resources; implementation status of budget estimates and annual budget settlements of the agency or unit; results of executing recommendations from the State Audit (if any).

(4) Standards, norms, administrative procedures regarding public assets; status of investment, procurement, allocation, leasing, use, recovery, transfer, conversion, sale, liquidation, destruction, and other forms of handling public assets; status of exploiting financial resources from the public assets managed and used.

(5) Principles, criteria, norms for allocating public investment capital; principles, criteria, bases for determining the list of projects in mid-term and annual public investment plans; the investment plan, program of the agency or unit, allocated funds for each year, implementation and disbursement progress of public investment programs; mid-term and annual public investment capital allocation plans including project lists and public investment funds for each project; status of mobilizing resources and other funds to implement public investment projects; status and results of implementing plans, programs, projects; progress and disbursement of projects; results of acceptance and evaluation of programs, projects; settlement of public investment capital.

(6) The recruitment, reception, training, fostering, transfer, appointment, re-appointment, rotation, secondment, resignation, dismissal, planning, job position change; employment contracts, job title changes, job position changes, employment contract termination; overseas business trips; policy resolving, salary grade promotion, rank promotion, evaluation, classification of officials and public employees, workers; commendation, discipline, resignation, retirement of officials and public employees, workers; proposals, projects, programs, plans, and the drafting of legal documents of the agency or unit.

(7) Conclusions by the competent authority regarding negative issues, corruption, wastefulness in the agency or unit; asset and income declarations of those obligated to declare as per legal regulations.

(8) Results of inspections, examinations, resolution of complaints, denunciations, petitions within the agency or unit.

(9) Internal regulations of the agency or unit; code of conduct for individuals holding positions or authority in the agency or unit.

(10) Results summary of opinions and explanations, considerations from officials and public employees, workers about contents they participate in as per Article 15 of the Regulation issued together with Decision 2477/QD-BKHCN.

(11) Directives and management documents from a higher-level management agency related to the activities of the agency or unit.

(12) Other contents as stipulated by law and the regulation for implementing democracy of the agency or unit.
