06 tasks of the Head of the National Science and Technology Program of Vietnam (illustrative image)

Article 8 of Circular 05/2015/TT-BKHCN specifically stipulates 06 missions of the Program Steering Committee as follows:

1. Preside, cooperate with functional units of the Ministry to formulate the Program Framework; report to the Ministry for consideration and submission to the Ministry of Science and Technology for approval;
2. Coordinate with Program Management Units to identify the Program's mandated tasks, select, and directly assign organizations and individuals to implement the tasks, monitor, and evaluate the task implementation process, and inspect, evaluate, and recognize the results of task execution;
3. Preside, cooperate with Program Management Units to monitor and expedite the task implementation process to achieve the Program's goals, content, and products, and propose necessary adjustments to achieve the Program's objectives;
4. Coordinate with Program Management Units to prepare reports (annual, unscheduled as required; preliminary; final) on the Program's implementation results to the presiding Ministry;
5. Coordinate with Program Management Units to propose rewards for organizations and individuals with achievements; propose handling violations of the host organizations and task leaders during the task implementation of the Program;
6. Coordinate with Program Management Units to evaluate and summarize the results of achieving the Program's objectives and content.

Note: The Program Steering Committee operates according to the Operational Regulation issued by the Minister of the presiding Ministry. For programs without a Steering Committee, the Program Management Unit is responsible for performing the duties of the Steering Committee according to the above regulations.

In addition, this Circular also regulates the responsibilities of the Task Hosting Organization of the Program. Specifically:

- Implement the approved contents to achieve the objectives and deliverables of the Program's tasks.

- Be responsible for the progress and results of task implementation of the Program.

- Be subject to inspection and supervision of task implementation according to the set objectives, content, and progress.

- Submit written proposals to the presiding Ministry on adjustments to objectives, content, solutions, and implementation schedules of the Program's tasks to fit practical requirements and current regulations.

- Fully fulfill reporting obligations (semi-annual, annual, mid-term review, final review) and unscheduled reports on the task implementation status of the Program, and submit financial settlement reports to the competent authority.
