On December 29, 2023, the Minister of Finance issued Circular 79/2023/TT-BTC guiding the Law on Emulation and Commendation in the financial sector.

What is the Commemorative medal "For the cause of Vietnam's Finance"?

According to Clause 1, Article 9 of Circular 79/2023/TT-BTC, the Commemorative medal "For the cause of Vietnam's Finance" is a form of reward from the Ministry of Finance to recognize the achievements and dedication of individuals who have made many contributions to the cause of building and developing the Vietnamese Finance industry.

Subjects considered for the Commemorative medal "For the cause of Vietnam's Finance"

Subjects considered for the Commemorative medal "For the cause of Vietnam's Finance" include:

(1) Officials, civil servants, public employees, and employees who have been working in the units specified in Clause 1 of Article 3 of Circular 79/2023/TT-BTC (except for associations and unions under the Ministry of Finance's reward line; Bao Viet Group and its affiliated units);

(2) Civil servants working in the Finance - Planning Departments of People's Committees of cities under the province, districts, towns under the provinces, and cities under the Central Government; civil servants working in finance and accounting at People's Committees of communes, wards, and towns;

(3) Civil servants working in finance and accounting at the Finance Departments and Finance Departments of ministries, branches, and central agencies; Department of Finance, Department of Finance of General Departments of Ministries;

(4) Individuals with achievements in leadership and direction contributing to the cause of building and developing the Vietnamese Finance industry: leaders of the Party and State; leaders of socio-political organizations at the Central level; leaders of ministries, departments, and branches at the central level who are in charge of financial work; Leaders of provinces and centrally-run cities (Secretary, Deputy Secretary of the Provincial Party Committee, City Party Committee; Chairman, Vice Chairman of the People's Council; Chairman, Vice Chairman of the People's Committee of the province and city);

(5) Individuals who are overseas Vietnamese or foreigners;

(6) Other cases are considered and decided by the Minister of Finance according to his authority.

(Clause 2 of Article 9 of Circular 79/2023/TT-BTC)

Criteria for awarding the Commemorative medal "For the cause of Vietnam's Finance"

Specifically, Clause 3 of Article 9 of Circular 79/2023/TT-BTC stipulates the criteria for awarding the Commemorative medal "For the cause of Vietnam's Finance" as follows:

- Consider awarding medals regardless of seniority to the Minister and Deputy Minister of Finance;

- Consider awarding commemorative medals for individuals working at the units specified in Points a, b and c, Clause 2, Article 9 of Circular 79/2023/TT-BTC, with a total working time in the Finance industry of 20 years or more for men and 15 years or more for women; Successfully complete the assigned task or more (calculated for the total time used to consider and award the Medal);

- Consider awarding medals for individuals working in units specified in Points a and b, Clause 2, Article 9 of Circular 79/2023/TT-BTC who sacrificed while on duty to be recognized as Martyrs;

- Consider awarding medals to individuals working in other industries who transfer to work in the Finance industry; if not enough time has passed to be considered for award according to the provisions of Point b of this Clause, the Medal will be considered before retirement if they have 30 years of continuous service or more for men and 25 years or more of continuous work for women, including 5 years or more (60 months) working in the industry and being assessed as having completed assigned tasks well or more (calculated for total time spent working). to be considered for awarding a Commemorative Medal);

- Consider awarding medals to individuals specified in Point d, Clause 2, Article 9 of Circular 79/2023/TT-BTC (except Vice Chairman of the People's Council and Vice Chairman of the People's Committee of provinces and centrally run cities) with many outstanding achievements in leadership and direction, contributing to the construction and development of the Finance industry;

- Consider awarding medals for the positions of Vice Chairman of the People's Council and Vice Chairman of the People's Committee of provinces and centrally run cities, having held a position and been in charge of financial and budget work for 5 years or more (60 months);

- Consider awarding medals to individuals specified in Point dd, Clause 2, Article 9 of Circular 79/2023/TT-BTC with outstanding merits and achievements in building and strengthening international cooperation, actively contributing to the cause of building and developing the Finance industry; Particularly for foreigners working in diplomatic agencies and international organizations in Vietnam, at the end of their working term, they have contributed a lot to helping the Finance sector in the following aspects: expand financial cooperation with other countries and international financial organizations; mobilize international organizations and financiers to contribute spiritual and material help, or contribute to consulting, training, and technical assistance; help the finance sector in the process of international financial integration and cooperation;
