The commendation of achievements containing state secrets within the People's Police must absolutely not affect the operations of the police sector or the rights of the individuals being commended.

Circular 52/2015/TT-BCA prohibits the following acts in awarding achievements containing state secrets classified as Top Secret, Secret, and Confidential (hereinafter referred to as achievements containing state secrets), specifically:
1. Disclosing, losing, embezzling, buying, selling, exchanging, collecting, storing, or illegally destroying documents and records on awarding achievements containing state secrets.
2. Abusing achievements containing state secrets to commit illegal acts, infringe on the legitimate rights and interests of organizations and individuals, or obstruct the normal operations of state agencies, organizations, and individuals.
3. Connecting computers and devices with similar functions (USB, hard drives, memory cards, storage drives...) storing information on awarding achievements containing state secrets to the internet and other networks that may lead to information leakage.
4. Using wireless microphones, mobile phones, devices with audio recording, or signal transmitting functions during meetings that consider awarding achievements containing state secrets in any form, except where permitted by the competent authority.
5. Exchanging information on awarding achievements containing state secrets via walkie-talkies, mobile phones, cordless phones, fax machines, on the internet through any type of service; using email boxes to store and transmit information on awarding achievements containing state secrets.
6. Providing information, records, and documents on awarding achievements containing state secrets to domestic and foreign organizations and individuals without the permission of the competent authority or in public media, publications, websites, blogs, social networking sites, forums, and similar forms on the internet.
