On December 21, 2016, the Ministry of Natural Resources and Environment issued Circular 41/2016/TT-BTNMT stipulating the Technical Procedures for forecasting and warning hazardous hydrometeorological phenomena.
Circular 41/2016/TT-BTNMT stipulates the contents of tropical depression and storm forecasts and warnings, including:
- The position of the storm and tropical depression’s center during the forecast period.- The strongest wind speed in the vicinity of the tropical depression and storm’s center; the maximum gust wind speed.- The extent of strong winds at levels 6 and 10.- Large waves, storm surge, flooding in coastal areas.- Strong winds on land.- Wide-area heavy rain.
According to Circular 41/2016/TT-BTNMT, the analysis and assessment of the current state of tropical depressions and storms are conducted as follows:
- Determining the position of the tropical depression and storm’s center based on the analysis of satellite data, weather radar data, observational data, and other information;- Determining the maximum wind speed and gust wind speed in the vicinity of the tropical depression and storm’s center based on the analysis of satellite data, weather radar data, observational data, and other information;- Determining the radius of the strong wind areas at levels 6 and 10 based on the analysis of satellite data, weather radar data, observational data, and other information;- Determining the evolution of the tropical depression and storm regarding direction and movement speed, and the strongest winds near the tropical depression and storm’s center within approximately 6 to 12 hours prior based on the analysis of satellite data, weather radar data, observational data, and other information.
