Recently, the Government of Vietnam issued Decree No. 63/2020/NĐ-CP on security industry.
According to Decree No. 63/2020/NĐ-CP of Vietnam’s Government, sources of capital for security industry development include:
- State budget especially provided to security industry establishments under the approved programs or plans;
- Investment fund for manufacturing development of security industry establishments;
- Investments, capital provided under cooperation, joint venture or association agreements, sponsorship and assistance from domestic and foreign organizations involved in building and developing security industry;
- National Technology Renovation Fund for research, development and application of new technologies in building and development of security industry;
- Loans granted by the State; loans guaranteed by the State; ODA funds; other loans.
The State gives priority in providing state budget for research into, fabrication, manufacturing and development of weapons, explosive materials, combat gears, professional technical instruments, equipment and supplies, and other instruments for carrying out public-security activities. The management and use of sources of capital for security industry development shall comply with plans and regulations of law.
