Recently, Circular 98/2014/TT-BQP was signed and approved by the Ministry of National Defense on July 22, 2014, promulgating the publishing regulations in the People's Army of Vietnam.
Circular 98/2014/TT-BQP clearly presents the position of the publishing work in the Army, which is a part of the State's publishing activities and an important aspect of the ideological - cultural work in serving the political tasks of the Communist Party, State, and Army; contributing to the construction of a revolutionary, regular, elite, and gradually modernized Army.
Therefore, Circular 98/2014/TT-BQP strictly prohibits the publication, printing, and distribution of publications with the following content:
- Propagandizing against the State of the Socialist Republic of Vietnam; undermining the great national unity bloc;- Propagandizing and inciting invasive wars, causing hatred among nations and peoples; inciting violence; spreading reactionary ideologies, obscene and depraved lifestyles, criminal acts, social evils, superstitions, destroying fine customs and traditions;- Disclosing State secrets, personal private secrets, and other secrets as prescribed by law;- Distorting history, denying revolutionary achievements; insulting the nation, national celebrities, and national heroes; not reflecting or wrongly reflecting national sovereignty; slandering, insulting the reputation of organizations, and the honor and dignity of individuals;- Disclosing military secrets and publishing content that is incompatible with the specific military environment, negatively affecting the cultural and spiritual life and reducing the combat will of the troops.
