The details of this content are specified in Circular 14/2019/TT-BGDDT guiding the development, appraisal, and issuance of economic-technical norms and the method of establishing the price of education and training services applied in the field of education and training.
Economic - Technical Standards applicable in the field of education and training (hereinafter referred to as economic - technical standards) are established based on the grounds listed in Article 5 of Circular 14/2019/TT-BGDDT as follows:

- Regulations on educational programs, training programs, credit requirements, and output competency standards for learners corresponding to each educational level and training level.- Regulations on the charter for preschool institutions; charter for primary schools; charter for secondary schools, high schools, and schools with multiple educational levels; vocational colleges, teacher training colleges, universities; norms and policies regarding the workload of teachers, administrative staff, and service staff; norms regarding teaching and learning equipment.- Actual operational conditions of educational institutions in terms of infrastructure, including: buildings, workshops, machinery, equipment, textbooks, and materials.- Regulations on standards, equipment, and working means for state agencies, officials, and public employees.- Annual statistical data and related documents.
In addition, Circular 14/2019/TT-BGDDT also classifies economic - technical standards in the field of education into three types as follows:
- First: Ministry-level economic - technical standards are economic - technical standards established, appraised, and promulgated by Ministries and ministerial-level agencies for higher education services, applied to educational institutions under the state management of the Ministry and ministerial-level agencies.- Second: Local-level economic - technical standards are economic - technical standards established, appraised, and promulgated by Provincial People's Committees for sectors, industries, and services in preschool and general education, vocational teacher training, teacher training colleges, and continuing education services of the locality, applied within local agencies, organizations, and educational institutions.- Third: Institutional-level economic - technical standards are economic - technical standards established, appraised, and promulgated by educational institutions, serving the professional activities of the educational institutions.
