This is the content to note in Circular 10/2019/TT-BVHTTDL issued by the Ministry of Culture, Sports and Tourism stipulating the standards, conditions, content, and form of exams or evaluation for rank promotion of public employee professional titles in the fields of libraries, cultural heritage, grassroots culture, performing arts, cinema, and fine arts.

In accordance with Clause 1, Article 4 of Circular 10/2019/TT-BVHTTDL, public employees holding professional titles in the cultural sector, if meeting the standards and conditions specified in Article 3 of Circular 10, are eligible to register for the examination or consideration for promotion to higher professional titles in the cultural sector. Specifically, there are 05 following cases:
- Library Specialization: Public employees holding the professional title of Library Specialist, Grade III (Code V.10.02.06) are eligible to register for the promotion examination to the professional title of Library Specialist, Grade II (Code V.10.02.05).
- Cultural Heritage Specialization: Public employees holding the professional title of Cultural Heritage Specialist, Grade III (Code V.10.05.17) are eligible to register for the promotion examination to the professional title of Cultural Heritage Specialist, Grade II (Code V.10.05.16).
- Basic Cultural Specialization:
+ Public employees holding the professional title of Method Specialist, Grade III (Code V.10.06.20) are eligible to register for the promotion examination to the professional title of Method Specialist, Grade II (Code V.10.06.19).
+ Public employees holding the professional title of Cultural Guide, Grade III (Code V.10.07.23) are eligible to register for the promotion examination to the professional title of Cultural Guide, Grade II (Code V.10.07.22).
- Performing Arts and Cinema Specialization:
Art Director Title:
+ Public employees holding the professional title of Art Director, Grade II (Code V.10.03.09) are eligible to register for the promotion examination to the professional title of Art Director, Grade I (Code V.10.03.08).
+ Public employees holding the professional title of Art Director, Grade III (Code V.10.03.10) are eligible to register for the promotion examination to the professional title of Art Director, Grade II (Code V.10.03.09).
Actor Title:
+ Public employees holding the professional title of Actor, Grade II (Code V.10.04.13) are eligible to register for the promotion examination to the professional title of Actor, Grade I (Code V.10.04.12).
+ Public employees holding the professional title of Actor, Grade III (Code V.10.04.14) are eligible to register for the promotion examination to the professional title of Actor, Grade II (Code V.10.04.13).
- Fine Arts Specialization:
+ Public employees holding the professional title of Painter, Grade II (Code V.10.08.26) are eligible to register for the promotion examination to the professional title of Painter, Grade I (Code V.10.08.25).
+ Public employees holding the professional title of Painter, Grade III (Code V.10.08.27) are eligible to register for the promotion examination to the professional title of Painter, Grade II (Code V.10.08.26).
Thus, for different specializations, the promotion examination to higher professional titles for public employees will differ. Public employees in the cultural sector, if meeting the standards and conditions, and falling under the above cases, will be eligible to register for the promotion examination to higher professional titles.
