Regarding this issue, LawNet would like to answer as follows:

On January 26, 2024, the Minister of Transport issued Circular 01/2024/TT-BGTVT regulating the inspection of quality of technical safety and environmental protection of railway vehicles in Vietnam

 

04 types of inspection of quality of technical safety and environmental protection of railway vehicles in Vietnam

04 types of inspection of quality of technical safety and environmental protection of railway vehicles from March 15, 2024 include:

(1) Production and assembly inspection

- Production and assembly inspection is carried out for: new production and assembly equipment and means.

- Inspection conditions: production facilities must prepare equipment and facilities and ensure conditions for inspection agencies to carry out inspections according to corresponding national technical regulations.

- Inspection content: carried out according to the contents within the scope of the inspection agency specified in the corresponding national technical regulations for each type of equipment and means. For the ship's stern signal equipment, the inspection content is as prescribed in Appendix I, issued with Circular 01/2024/TT-BGTVT.

- Inspection method

+ Checking each piece of equipment and means;

+ For urban railway rolling stock, check the rolling stock in a static state and check its operation on the road when assembled into trains according to the operating configuration;

+ For wheel axle sets, check random, typical samples for each lot of wheel axle sets.

(2) Import inspection

- Import inspection is carried out for: new imported equipment and vehicles; used imported vehicles.

- Inspection conditions: importing enterprises must prepare equipment and facilities and ensure conditions for inspection agencies to carry out inspections according to corresponding national technical regulations.

- Inspection content: carried out according to the contents within the scope of the inspection agency specified in the corresponding national technical regulations for each type of equipment and means. For the ship's stern signal equipment, the inspection content is as prescribed in Appendix I, issued with Circular 01/2024/TT-BGTVT.

- Inspection method

+ Checking each piece of equipment and means;

+ For urban railway rolling stock, check the rolling stock in a static state and check its operation on the road when assembled into trains according to the operating configuration;

+ For wheel axle sets, check random, typical samples for each lot of wheel axle sets.

(3) Modification inspection

- Modification inspection is carried out for vehicles running on national railways and vehicles running on specialized railways with the following changes:

+ Braking ratio, type of vehicle's braking cylinder; The main load-bearing parts of the vehicle body steel structure include: head beams, pull beams, knee beams, middle longitudinal beams, main cross beams, and side longitudinal beams (except for reinforcement to increase rigidity) that are different from the original design or the most recent Modification inspection records;

+ The vehicle's features and purpose of use lead to a change in the vehicle's layout and equipment installation that is different from the most recent registration;

+ Type of diesel engine (locomotive), electric traction motor, main generator (locomotive), air compressor, hydraulic transmission, bogie, punching hook, distribution valve, The brake valve installed on the vehicle is different from the most recent registration.

- Test conditions: Repair facilities must prepare vehicles and ensure conditions for inspection agencies to carry out inspections according to corresponding national technical regulations for the conversion content of each type of vehicle.

- Inspection content: check the conversion content of the vehicle against the corresponding national technical regulations.

- Inspection method: check each vehicle.

(4) Periodic inspection

- Periodic inspection is carried out for: vehicles running on national railways, vehicles running on specialized railways; vehicles running on urban railways; and ships' stern signal equipment.

- Test conditions: Repair facilities, vehicle owners, and vehicle operators must prepare equipment and vehicles and ensure conditions for inspection agencies to carry out inspections according to corresponding national technical regulations.

- Inspection content: carried out according to the contents within the scope of the inspection agency specified in the corresponding national technical regulations for each type of vehicle. For the ship's stern signal equipment, the inspection content is as prescribed in Appendix I, issued with Circular 01/2024/TT-BGTVT.

- Inspection method

+ Checking each piece of equipment and means;

+ For urban railway rolling stock, check the rolling stock in a static state and check its operation on the road when assembled into trains according to the operating configuration.

- Periodic inspection cycle

+ Periodic inspection cycle as prescribed in Appendix II issued with Circular 01/2024/TT-BGTVT;

+ For locomotives and rolling stock running on national railways, inspection is carried out at the same time the vehicle is periodically repaired and maintained.
