On April 05, 2016, the Government of Vietnam promulgated Decree 23/2016/ND-CP on the construction, management, and use of cemeteries and crematoriums. This document replaces Decree 35/2008/ND-CP.

According to the provisions of Decree 23/2016/ND-CP, cemeteries with technical infrastructure and landscape, and environment that do not conform to standards and technical regulations must be renovated by the local authority. The renovation includes:

- Establishing the cemetery boundaries according to the provincial regional cemetery planning and detailed construction planning of cemeteries that have been approved;- Planting greenery around and within the cemetery;- Renovating, embellishing, and upgrading technical infrastructure works within the cemetery;- For unused land areas, it is necessary to clearly delineate burial zones, plot graves, group graves, and grave rows; stipulate the area, dimensions, and architecture of the graves.

Refer to the tasks to be performed when closing the cemetery at Decree 23/2016/ND-CP, effective from May 27, 2016.
