04 Provisions on Traffic Organization on Rural Roads

To be specific, Circular 32/2014/TT-BGTVT stipulates the content of rural road traffic organization to be implemented in accordance with Clause 1, Article 37 of the Road Traffic Law and the provisions in Circular 32/2014/TT-BGTVT as follows:

- Lane division, lane rerouting, and route designation for people and vehicles participating in traffic, and regulation of travel times (if necessary) suitable for actual conditions;- Regulation of one-way road sections, no stopping zones, no parking zones, no U-turn zones, prohibited roads (if necessary);- Installation of road signs and signals as stipulated in Article 12 of Circular 32;- Public announcement promptly when there are changes in lane rerouting, route designation, temporary or long-term travel times; implementation of rescue measures when incidents occur and other measures to ensure smooth and safe road traffic.

Responsibilities for traffic organization on rural roads

- The person responsible for the traffic organization on rural road systems shall follow the provisions as prescribed by the provincial People’s Committee.- The rural road management unit, and the rural road management entity are responsible for:

- Organizing, guiding road users to comply with Clause 1, Article 13, and adhering to traffic organization regulations issued by competent authorities as prescribed in Clause 2, Article 13 of Circular 32;- Propagating and instructing the public to understand and strictly follow regulations when participating in traffic and regulations on the management, operation, and exploitation of rural roads.
