This is a notable content regulated in Circular 04/2015/TT-BTP concerning the guidance on notarization practice apprenticeship issued by the Ministry of Justice on April 15, 2015.
Circular 04/2015/TT-BTP stipulates that interns are allowed to change their internship locations in the following cases:
- The notary practice organization accepting interns temporarily suspends operations, terminates operations, or undergoes restructuring, dissolution in accordance with the Notary Law and guiding documents;- The notary practice organization accepting interns no longer meets the conditions for accepting interns as prescribed in Clause 2, Article 11 of the Notary Law;- The notary guiding the internship passes away, is unable to continue guiding the internship due to health reasons or other objective reasons, or fails to fulfill the responsibilities stipulated in Article 10 of this Circular, and the notary practice organization does not have any other notaries qualified to guide the internship;- The intern relocates to a different province or centrally-run city.

The procedure for changing the internship location is stipulated as follows:
Case 1: Changing the internship location to another notary practice organization within the same province or centrally-run city
In case the intern changes the internship location to another notary practice organization within the same province or centrally-run city, they must submit a request form for changing the internship location to the Department of Justice where the internship is registered. The request form must clearly state the reason for changing the internship location, including confirmation from the current notary practice organization about the intern’s time and fulfillment of rights and obligations, and confirmation from the notary practice organization the intern wishes to transfer to about accepting the intern.
Within 05 working days from the date of receiving the intern’s request form, the Department of Justice shall provide written notification to the intern, the current notary practice organization, and the notary practice organization the intern wishes to transfer to about the change of internship location; in case of refusal, a written notice with the reason must be provided.
Case 2: Changing the internship location to a notary practice organization in a different province or centrally-run city
In case the intern changes the internship location to a notary practice organization in a different province or centrally-run city, they must submit a request form for changing the internship location to the Department of Justice where the internship is registered. The request form must clearly state the reason for changing the internship location, including confirmation from the current notary practice organization about the intern’s time, the number of times the internship was suspended (if any), and fulfillment of rights and obligations.
Within 05 working days from the date of receiving the intern’s request form, the Department of Justice shall provide written notification to the current notary practice organization and the intern about removing the intern’s name from the list of interns at the Department of Justice, and simultaneously confirm the intern’s internship duration, location, and the number of times the internship was suspended (if any) at its locality; in case of refusal, a written notice with the reason must be provided. The intern shall register the internship at the Department of Justice where the new notary practice organization is located according to the provisions of Article 2 of this Circular to continue the internship; the internship registration dossier must include the written notice from the Department of Justice where the internship was previously registered according to this clause.
