Circular 219/2016/TT-BTC stipulates the following cases that are exempted from exit, entry, transit, and residence fees in Vietnam, specifically:
- Guests (including spouses and children) of the Communist Party, the State, the Government of Vietnam, the National Assembly, or the leaders of the Communist Party, the State, the Government of Vietnam, the National Assembly invited in a personal capacity.- Officials and employees of foreign diplomatic missions, consular posts, and representative offices of international organizations in Vietnam and their family members (spouses and children under 18 years old), regardless of the type of passport, who are not Vietnamese citizens and do not reside permanently in Vietnam, are exempt from fees on a reciprocal basis.- Cases exempted as per international treaties that Vietnam has signed or joined or based on the principle of reciprocity.- Foreigners entering Vietnam to perform aid work or humanitarian assistance for Vietnamese organizations and individuals.
