03 Principles for Awarding Emulation Titles and Commendations to the Militia and Self-Defense Forces

Recently, the Ministry of National Defense issued Circular 57/2020/TT-BQP guiding the work of emulation and commendation regarding the Militia and Self-Defense Force.

According to Circular 57/2020/TT-BQP, the awarding of emulation titles and commendations for the Militia and Self-Defense Forces is carried out in accordance with the principles stipulated in Article 6 of the Law on Emulation and Commendation; Article 3 of Decree 91/2017/ND-CP dated July 31, 2017, of the Government of Vietnam detailing the implementation of certain provisions of the Law on Emulation and Commendation and the following specific regulations:

- The regular awarding of emulation titles and commendations for the Militia and Self-Defense Forces is carried out by military agencies at all levels under the leadership and direction of the Ministry of National Defense, the Military Region Command, and the Hanoi Capital Command; the local party committees, local governments, military party committees at the same level, the heads of agencies and organizations; as well as the direction, management, and guidance of the superior military agencies and coordination of the same level emulation and commendation agencies.

- At the same time, for the same achievement, if an emulation title or commendation has already been awarded in another field, such title or commendation for the Militia and Self-Defense Forces shall not be awarded, or if an emulation title or commendation has already been awarded for the Militia and Self-Defense Forces, an emulation title or commendation in another field shall not be awarded.

- Commendation consideration is not given to collectives or individuals who are under disciplinary review or investigation, inspection, audit for signs of violations, or are involved in unresolved complaints or denunciations that are being verified.
