On December 16, 2015, the Ministry of Labor, Invalids and Social Affairs issued Circular 55/2015/TT-BLDTBXH providing guidance on the reception, management, and education of minors without stable residence who are subject to educational measures at the commune, ward, or commune-level town at child support facilities.

Circular No. 552015/TT-BLDTBXH stipulates that there are 02 categories of individuals eligible for admission into the facility as follows:

- Juveniles without a stable place of residence who are subject to educational measures at communes, wards, and commune-level towns according to the provisions of Article 90 of the Law on Handling of Administrative Violations 2012 and specifically detailed in Clause 2 Article 4 of Decree No. 111/2013/ND-CP.- Juveniles without a stable place of residence as mentioned above are cases where the place of permanent residence registration, temporary residence registration cannot be determined, or the place of permanent residence registration, temporary residence registration is available but they do not reside there and frequently wander without a fixed place.
