The Ministry of Finance has just completed and is seeking opinions on the Draft Circular stipulating policies on business trip allowances and policies on organizing conferences for state agencies and public service providers.

Generally speaking, compared to the provisions in Circular 97/2010/TT-BTC, the travel allowance for officials and public employees from 2017 as proposed in the Draft Circular increases in various categories such as accommodation allowance, parking fees, fuel costs, etc. To be specific:
Accommodation allowance increased by VND 100,000
- Officials and public employees on business trips to districts of Hanoi, Ho Chi Minh City, Hai Phong City, Can Tho City, Da Nang City, and Class I urban cities under the province will receive an allowance of VND 450,000/day/person (current regulation is a maximum of VND 350,000/day/person);- Officials and public employees on business trips to districts of centrally-affiliated cities, district-level towns, other cities under the province will receive an allowance of VND 350,000/day/person (current regulation is a maximum of VND 250,000/day/person);- Officials and public employees on business trips to other areas will receive an allowance of VND 300,000/day/person (current regulation is a maximum of VND 200,000/day/person);- Specifically, Ministers, Deputy Ministers, and equivalent positions if receiving an allowance will get VND 1,000,000/day/person, regardless of the destination (current regulation is a maximum of VND 900,000/day/person).
The Draft Circular also strictly regulates that accommodation allowances will not be paid during overnight travel on trains, boats, ships, airplanes, cars, and other means of transportation.
Monthly travel allowance increased by VND 200,000
Also in this Draft Circular, it is expected by the Ministry of Finance to raise the monthly travel allowance. Commune-level officials who frequently travel for over 10 days/month; officials from other agencies and units who frequently travel for over 10 days/month, the head of the agency or unit shall set the monthly travel allowance for officials to support parking fees, fuel costs at a rate of VND 500,000/person/month instead of the current VND 300,000.
It is expected that the Draft Circular, if approved, will be effective from January 1, 2017, replacing Circular 97/2010/TT-BTC.
