The review of the equivalence of practical English certificates A, B, C is carried out according to Decision No. 177/QD-TCBT dated January 30, 1993, of the Ministry of Education and Training.
Additionally, Departments of Education and Training may also consider other certificates such as TOEFL, IELTS, or TOEIC, etc., to assess the English proficiency of officials and public employees.
The acceptance of certificates/proof of foreign language proficiency and the period of application of the certificates/proof are determined by the Chairman of the Provincial People's Committee (or the Director of the Department of Education and Training as authorized by the Chairman of the Provincial People's Committee).
Furthermore, Official Dispatch 3755/BGDDT-GDTX also discusses the conversion for IT proficiency levels as follows:
- For training courses, granting of IT application certificates A, B, C (according to Decision No. 21/2000/QD-BGD&DT dated July 3, 2000, of the Ministry of Education and Training) being implemented before August 10, 2016, they can continue to be conducted and certificates can be granted until conclusion.- IT application certificates A, B, C that have been issued are equivalently valid to basic IT application certificates.
