What are responsibilities mobilizing resources of the Ministry of Industry and Trade of Vietnam in program for implementation of the Strategy for merchandise exports and imports by 2030?
At Item e, Subsection 4, Section II, Article 1 of Decision 1445/QD-TTg in 2022, the Ministry of Industry and Trade stipulates mobilizing resources of the Ministry of Industry and Trade of Vietnam in program for implementation of the Strategy for merchandise exports and imports by 2030 as follows:
e) The Ministry of Industry and Trade of Vietnam shall play the leading role and cooperate with relevant ministries and regulatory authorities in:
- Developing logistics services; strengthening cooperation, investment, operation and use of overseas logistics centers to promote export and import of Vietnamese goods with international markets.
- Encouraging and promoting startups, small and medium-sized enterprises, and women- or youth-owned businesses to proactively participate in export and import.
What is mobilizing resources of the Provincial People’s Committees of Vietnam in program for implementation of the Strategy for merchandise exports and imports by 2030?
At Item g, Subsection 4, Section II, Article 1 of Decision 1445/QD-TTg in 2022 stipulating mobilizing resources of the Provincial People’s Committees of Vietnam in program for implementation of the Strategy for merchandise exports and imports by 2030 as follows:
g) Provincial People’s Committees shall play the leading role in:
- Studying the planning for and calling for investment in construction of logistics centers for agricultural products and refrigerated warehouses for classifying, preserving, preliminarily processing, and thus improving values and quality of agricultural products, aquatic products and fruits before they are sold or exported.
- Developing and making investment in upgrading and completion of border trade infrastructure facilities (in border provinces or cities), warehouses, logistics, road transport, border checkpoints, connection of goods transport routes, etc.
What is the Ministry of Industry and Trade of Vietnam's import control in program for implementation of the Strategy for merchandise exports and imports by 2030?
At Item a, Subsection 5, Section II, Article 1 of Decision 1445/QD-TTg in 2022, which stipulates the Ministry of Industry and Trade of Vietnam's import control in program for implementation of the Strategy for merchandise exports and imports by 2030 as follows:
5. Manage and control imports to fully meet the needs of domestic production and strive for a healthy and reasonable trade balance
a) The Ministry of Industry and Trade of Vietnam shall play the leading role and cooperate with relevant ministries and regulatory authorities in:
- Strengthening the efficiency and inter-sectoral coordination mechanism in the process of handling trade remedy cases; boosting training, communication and propaganda activities concerning trade remedies for state regulators, businesses, associations and other related organizations.
- Intensifying management and control of imported goods by means of measures to be taken in line with international commitments.
What is import control of the Ministry of Planning and Investment of Vietnam, Ministry of Finance and Ministry of Agriculture and Rural Development in program for implementation of the Strategy for merchandise exports and imports by 2030?
At Item b, c and d, Subsection 5, Section II, Article 1 of Decision 1445/QD-TTg in 2022 stipulating the Ministry of Planning and Investment of Vietnam, Ministry of Finance and Ministry of Agriculture and Rural Development in program for implementation of the Strategy for merchandise exports and imports by 2030 as follows:
b) The Ministry of Planning and Investment of Vietnam shall play the leading role and cooperate with the Ministry of Foreign Affairs of Vietnam, the Ministry of Industry and Trade of Vietnam, and the Ministry of Agriculture and Rural Development of Vietnam in calling for and attracting investments from a number of key partners, especially those that can help Vietnam strengthen its technological capacity, and develop a healthy and logical trade balance.
c) The Ministry of Finance of Vietnam shall play the leading role and cooperate with relevant Ministries and regulatory authorities in periodically reviewing the most-favoured-nation (MFN) rates by following the rule of encouraging import of goods which cannot be manufactured domestically in the fields of high technologies, source technologies, energy-saving and eco-friendly goods so as to contribute to sustainable export and import development orientations on the basis of coordination in market structure and trade balance with each market and market region.
d) The Ministry of Agriculture and Rural Development of Vietnam shall play the leading role and cooperate with relevant Ministries and regulatory authorities in promoting production of supplies serving agricultural production such as plant varieties, animal breeds, fertilizers, pesticides, and animal feeds so as to take control of domestic sources, thus contributing to trade balance with other countries and key partners; enhancing the management and quality control of imported agricultural, forest and aquatic products by means of measures to be taken in line with international commitments.
