What are regulations on coordinating in advance to provide information about intermodal trains on exit, entry and transit at international terminals in Vietnam?
Pursuant to Article 13 of the Joint Circular 63/2016/TTLT-BTC-BGTVT stipulating regulations on coordinating in advance to provide information about intermodal trains on exit, entry and transit at international terminals in Vietnam as follows:
1. Director of branch of international railway station operation or head of international railway station when authorized and the Customs Sub-department of international railway stations agree on the method and time of giving advance notice of information about the journey of the entry and exit intermodal trains specified at Point a, Clause 1, Article 73 of Decree No. 08/2015/NĐ-CP of the Government.
2. In case of needing special information related to the anti-smuggling and trade fraud, the requesting agency (International intermodal railway station Customs Sub-department or international intermodal railway station operator and international intermodal transport business or related railway transport enterprise) shall send a written request for information provision, clearly stating the purpose, type of information and scope of information use, time limit for providing information, the agency providing information (The Customs Sub-department of the International Railway Station or the International Railway Station or the relevant railway transport enterprise) to implement as follows:
a) Collect and process information and provide it at the request of the requesting agency in the form of confidential information;
b) In case it is not possible to provide requested information, it must notify in writing the requesting agency and clearly state the reason.
3. In the case of electronic information, the provision and sharing of information in a format consistent with the database and processing standards of the Customs and railway stations.
4. Time limit for providing information
a) In case the two parties have connected information in electronic form (via a computer system), it shall be done immediately after having relevant information and before the transport vessel arrives at the border gate of entry or before the intermodal train exits.
In case the two parties have not connected information in electronic form, it shall be complied with the provisions of Article 71 of Decree No. 08/2015/ND-CP dated January 21, 2015 of the Government.
b) Other cases shall comply with the agreement or provisions in the Regulation on coordination.

Pursuant to Article 14 of the Joint Circular 63/2016/TTLT-BTC-BGTVT stipulating regulations on coordinating in planning, construction, repair of infrastructure, working headquarters and sharing relevant professional information at the international terminals in Vietnam as follows:
The director of the unit assigned to manage the operation of the international intermodal station and the director of the railway transport business unit at the international railway station and the director of the international railway station Customs Sub-Department best:
1. Before consulting each other when designing the construction plan of the station area, repairing infrastructure, working office or when there are changes due to professional requirements on the following principles:
a) The area and premises of the inspection area, the isolation area, the customs supervision area, the warehouse and the cargo yard shall ensure maximum convenience and meet the minimum requirements in the professional work of each concerned party.
b) Install, operate, maintain and use a system of machinery and equipment in service of inspection and supervision of exported and imported goods and luggage of passengers on entry and exit.
2. Coordinate in the arrangement of premises, headquarters, working areas, electricity and water systems, and communication networks in the relevant areas according to the following factors:
a) Specify the general ratio suitable to the actual total area.
b) Create favorable conditions for arranging a convenient working area to ensure the satisfaction of the professional work requirements of the parties.
c) The area for customs clearance for luggage of passengers on entry and exit, and import and export goods is convenient and well-ventilated but meets the professional requirements of the parties.
What are regulations on coordinating in supervision of intermodal ships on exit, entry and in transit in Vietnam?
Pursuant to Article 15 of the Joint Circular 63/2016/TTLT-BTC-BGTVT stipulating regulations on coordinating in supervision of intermodal ships on exit, entry and in transit in Vietnam as follows:
Based on the actual situation in the area, the requirements of tasks and professional processes, the Customs Sub-Department of the international railway station shall assume the prime responsibility for organizing coordination with the international railway station and the monitoring forces. Other supervisors at the international intermodal railway station shall:
1. Develop an annual coordination plan on supervision and control of customs clearance areas, isolation areas, parking lots, cargo yards, warehouses of exported and imported goods, baggage claim and drop-off area, and the area where passengers move for customs clearance. The control coordination plan includes:
a) Objectives and scope of coordination in inspection, supervision, detection, fight and prevention of violations of illegal cross-border transportation of goods, smuggling and commercial fraud; violations of railway safety and security, protection and prevention of environmental pollution in the area under management at the international railway station;
b) Assign responsibilities, tasks and measures to implement the plan;
c) Allocate human resources, means and funding for implementation; make sure to take advantage of available equipment and facilities.
2. Supervision of intermodal trains on exit and entry:
a) Coordinate and promptly notify information related to the crew, staff and passengers on the intermodal train stopping at the station in violation of law or violation of railway security and safety;
b) Officials and employees of the parties are responsible for properly and fully performing their functions and tasks and closely coordinating, creating conditions for the international railway customs office to inspect and supervise , control to prevent and timely detect violations of the Customs Law, smuggling and trade fraud cases on international trains and at international intermodal terminals;
c) The handling of violations of the law, the functional agencies handle according to the provisions of the law on handling of administrative violations; in case a crime arises, it shall comply with the provisions of the criminal law;
d) Pursuant to regulations on information security, functions, tasks and local realities, the head of the international intermodal railway station and the director of the international railway station's Customs Sub-Department shall coordinate with the concerned agencies. Other supervisory forces at the intermodal railway station have an appropriate monitoring plan.
d.1) Supervision of intermodal trains on entry and exit, passengers on exit or entry who have signs or have information that illegally hide or transport goods on the list of goods banned from export or import; passengers traveling from areas requiring disease surveillance, cases for reasons of railway security and safety;
d.2) Closely monitor key intermodal train aprons; key passenger routes; pick-up and drop-off areas for baggage or key cargo;
d.3) Coordinate the arrangement of assignments, personnel, shifts, means and equipment needed for key intermodal trains.
