What are objectives of the Action program for implementation of the Strategy for merchandise exports and imports by 2030 in Vietnam?
Pursuant to Section I, Article 1 of the Decision 1445/QĐ-TTg in 2022 stipulating objectives of the Action program for implementation of the Strategy for merchandise exports and imports by 2030 in Vietnam as follows:
The Action program for implementation of the Strategy for merchandise exports and imports by 2030 (hereinafter referred to as “Action program”) is aimed at elaborating on the primary tasks and solutions set out in the Prime Minister’s Decision No. 493/QD-TTg dated April 19, 2022 approving the Strategy for merchandise exports and imports by 2030 with a view to achieving the following objectives: ensure sustainable development of export and import in a balanced and harmonious structure; bring more competitive and comparative advantages; develop the brand name of Vietnamese goods; expand into new and potential markets and fields; improve the country's position in the global value chain and supply chain.
What are responsibilities of the Ministry of Agriculture and Rural Development regarding enhancing sustainable production in Action program for implementation of the Strategy for merchandise exports and imports by 2030 in Vietnam?
Pursuant to Point 1.a, Section II, Article 1 of the Decision 1445/QĐ-TTg in 2022 stipulating responsibilities of the Ministry of Agriculture and Rural Development regarding enhancing sustainable production in Action program for implementation of the Strategy for merchandise exports and imports by 2030 in Vietnam as follows:
The Ministry of Agriculture and Rural Development of Vietnam shall play the leading role and cooperate with relevant Ministries, regulatory authorities and provincial People’s Committees in:
- Implementing the agricultural restructuring plan in association with digital transformation, development of digital economy, green, clean and sustainable production; combining tourism and cuisine development with export of agricultural and aquatic products.
- Strengthening linkages and promoting the role of farmers' organizations (e.g. agricultural artels and cooperatives) in the development of value chains involving bringing products from production, procurement, preservation, processing to market access, and ensuring the harmony of interests between the stages of production, processing and export of agricultural products.
- Promoting research and development of new varieties, and applying biotechnology to plant breeding and postharvest treatment so as to create new and specific varieties as well as special values of agricultural products, thus gaining distinct export advantages over competitors.
What are responsibilities of the Ministry of Industry and Trade regarding enhancing sustainable production in Action program for implementation of the Strategy for merchandise exports and imports by 2030 in Vietnam?
Pursuant to Point 1.b, Section II, Article 1 of the Decision 1445/QĐ-TTg in 2022 stipulating responsibilities of the Ministry of Industry and Trade regarding enhancing sustainable production in Action program for implementation of the Strategy for merchandise exports and imports by 2030 in Vietnam as follows:
The Ministry of Industry and Trade of Vietnam shall play the leading role and cooperate with relevant Ministries, regulatory authorities and provincial People’s Committees in:
- Implementing the plan for restructuring of industries in association with digital transformation, especially in the processing and manufacturing industries, aiming to create a breakthrough and a new impetus for the production and export growth.
- Promulgating mechanisms and policies for establishment of material production and supply centers to serve enterprises that produce goods for export, especially in certain export fields such as agricultural, aquatic, textile and garment, leather and footwear, sawmill, plastic, electronic and mechanical products.
- Disseminating information and promoting the application of cleaner production with a view to saving power energy, water, supplies, saving and taking advantage of materials, reducing loss of supplies and materials as well as managing good and safe industrial production. Encouraging investment in research and application of eco-friendly production processes and methods, and adoption of measures for reduction and treatment of environmental pollution in industrial production.
- Formulating and revising policies on sustainable eco-industrial clusters; applying the circular economic model to construction, operation and management of industrial clusters.
- Identifying specific types of products with high export potential. Formulating and promulgating mechanisms and policies for enhanced production of exports with growth potential in the future such as eco-friendly products, electronics, and technical textile and garment products, etc.
