What are responsibilities for the Ministry of Science and Technology of Vietnam regarding Action program for implementation of the Strategy for merchandise exports and imports by 2030?
Pursuant to Subsection 1.c Section II Article 1 of the Decision 1445/QĐ-TTg in 2022 stipulating responsibilities for the Ministry of Science and Technology of Vietnam regarding Action program for implementation of the Strategy for merchandise exports and imports by 2030 as follows:
The Ministry of Science and Technology of Vietnam shall play the leading role and cooperate with relevant ministries and regulatory authorities in:
- Developing a system of complete policies for science, technology and innovation activities; encouraging investment projects and researches on new materials, production and export of eco-friendly products and products with high innovation content.
- Implementing national schemes and programs for supporting importers and exporters, including: National program for supporting enterprises in improvement of productivity and quality of their products and goods in 2021 – 2030 period; Scheme on intensifying and innovating measurement operations aimed at supporting Vietnamese enterprises in improvement of their competitiveness and international integration by 2025 with a vision by 2030; Scheme on establishment, operation and management of traceability systems; Master plan for science, technology and innovation-based improvement of productivity in 2021 – 2030 period.
What are responsibilities for the Ministry of Planning and Investment of Vietnam regarding Action program for implementation of the Strategy for merchandise exports and imports by 2030?
Pursuant to Subsection 1.d Section II Article 1 of the Decision 1445/QĐ-TTg in 2022 stipulating responsibilities for the Ministry of Planning and Investment of Vietnam regarding Action program for implementation of the Strategy for merchandise exports and imports by 2030 as follows:
The Ministry of Planning and Investment of Vietnam shall play the leading role and cooperate with relevant ministries and regulatory authorities in:
- Revising policies for supporting and encouraging cooperatives to apply high technologies to production and consumption of agricultural products; developing value chains of agricultural products associated with linkages in production, processing and consumption of agricultural products; promoting the participation in supply chains which facilitate direct export of agricultural products.
- Strengthening the coordination of development by regions and territories in order to improve the efficiency of regional linkages, thus contributing to the formation of industry clusters and domestic value chains as well as taking advantage of industrial agglomeration in several local jurisdictions and economic regions.
What are responsibilities for the Provincial People’s Committees of Vietnam regarding Action program for implementation of the Strategy for merchandise exports and imports by 2030?
Pursuant to Subsection 1.dd Section II Article 1 of the Decision 1445/QĐ-TTg in 2022 stipulating responsibilities for the Provincial People’s Committees of Vietnam regarding Action program for implementation of the Strategy for merchandise exports and imports by 2030 as follows:
Provincial People’s Committees shall:
- Develop strategies to develop key exports, and develop brands aligned with quality standards that are conformable to international standards.
- Select certain agricultural products that are highly adaptable to soil and climate conditions as well as farming habits to form concentrated production areas serving export.
- Strengthen linkages and sharing of information between local authorities on production, crops, output, harvesting and export status in order to determine markets for agricultural and aquatic products in a transparent and open manner that is advantageous to farmers, and promptly deal with difficulties.
