04 cases in which foreigners may be considered for permanent residence in Vietnam
Under Article 39 of the Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam 2014, foreigners may be considered for permanent residence in Vietnam in the following cases:
- Foreigners who have made contributions to the cause of building and defending the Socialist Republic of Vietnam and have been awarded medals or honorary titles by the Government of Vietnam.
- Foreigners who are scientists or experts temporarily residing in Vietnam.
- Foreigners who have a parent, spouse, or child who is a Vietnamese citizen and permanently residing in Vietnam as a guarantor.
- Stateless persons who have temporarily resided continuously in Vietnam since the year 2000 or earlier.
In addition, the conditions for them to be considered for permanent residence are specified as follows:
- Foreigners in the aforementioned cases may be considered for permanent residence if they have legal accommodation and stable income ensuring their livelihood in Vietnam.
- Foreigners who are scientists or experts temporarily residing in Vietnam must be recommended by the Minister or Head of the ministerial-level agencies or agencies under the Government of Vietnam that manage the state activities in their professional domain.
- Foreigners with a parent, spouse, or child who is a Vietnamese citizen permanently residing in Vietnam as a guarantor and who have continuously resided temporarily in Vietnam for 3 years or more.
