Pursuant to Subsection 2.8.3.4 Section 2 of the National technical regulation on safety in construction QCVN 18:2021/BXD promulgated together with Circular 16/2021/TT-BXD stipulating standards for fire prevention and fighting in underground works in order to ensure safety at construction sites in Vietnam as follows:
2.8.3.4.1 Fire protection in underground works must comply with the provisions of 2.1.8, Vietnam Standards and other legal regulations on fire prevention and fighting.
NOTE: Vietnam Standards related to fire prevention, including: QCVN 01:2011/BCT, QCVN 04:2017/BCT, QCVN 01:2018/BCT, QCVN 03:2019/BCT, QCVN 07:2020/BCT.
2.8.3.4.2 Do not store combustible materials and substances within 30 m from a submersible well, tunnel door, house or engine room (including ventilation engines).
2.8.3.4.3 It is not allowed to store combustible materials and substances in the underground construction area unless there is a separate storage that meets the regulations on fire and explosion safety.
2.8.3.4.4 Engine lubricants, cleaning rags and other similar flammable and explosive materials and substances used for construction machinery and equipment must be stored in sealed metal boxes and containers and stored away from submersible wells, lifting equipment, explosives and wood.
2.8.3.4.5 In the underground construction area, it is not allowed to use open fire unless there is no risk of fire or explosion.
2.8.3.4.6 It is not allowed to use construction machinery and equipment with gasoline engines during underground construction, unless approved by the competent authority on fire prevention and fighting.
2.8.3.4.7 When welding or cutting with heat (fire) in underground construction, the following measures must be ensured:
a) Structures, urban areas made of wood or other combustible materials must be covered with a protective layer against fire;
b) A suitable fire extinguisher must be in good working order;
c) Continuous monitoring and observation must be made to promptly detect signs of fire occurrence;
d) Smoke and welding dust must be removed by exhaust gas extraction.
What are standards for lighting in underground works in order to ensure safety at construction sites in Vietnam?
Pursuant to Subsection 2.8.3.6 Section 2 of the National technical regulation on safety in construction QCVN 18:2021/BXD promulgated together with Circular 16/2021/TT-BXD stipulating standards for lighting in underground works in order to ensure safety at construction sites in Vietnam as follows:
2.8.3.6.1 Lighting for construction must comply with the provisions of 2.1.9 and 2.16.
2.8.3.6.2 In addition to the main lighting source, there must be a backup light source maintained in good operating condition and ensuring enough lighting time for workers to safely escape to the surface during emergency situation.

Pursuant to Subsection 2.8.4 Section 2 of the National technical regulation on safety in construction QCVN 18:2021/BXD promulgated together with Circular 16/2021/TT-BXD stipulating standards for drilling in underground works in order to ensure safety at construction sites in Vietnam as follows:
2.8.4.1 When drilling in loose rock, if there are no specialized measures or equipment to ensure safety, it is only allowed to perform on a small scale to avoid the risk of landslides.
What are standards for transporting, storing and using explosives in underground works in order to ensure safety at construction sites in Vietnam?
Pursuant to Subsection 2.8.5 Section 2 of the National technical regulation on safety in construction QCVN 18:2021/BXD promulgated together with Circular 16/2021/TT-BXD stipulating standards for transporting, storing and using explosives in underground works in order to ensure safety at construction sites in Vietnam as follows:
2.8.5.1 The transportation, storage and use of explosives (explosives, explosives) must comply with the provisions of QCVN and relevant laws.
NOTE: The QCVN related to the use of explosives mentioned in 2.17.1.1.
2.8.5.2 Explosives shall not be transported together with other materials in the same container.
2.8.5.3 Explosives and detonators shall not be transported together unless they are placed in specialized transport vehicles.
