What are standards for employers regarding personal protective equipment in ensuring safety at construction sites in Vietnam?
Pursuant to Section 2.19.1.3 of the National technical regulation on safety in construction QCVN 18:2021/BXD promulgated together with the Circular 16/2021/TT-BXD on standards for employers regarding personal protective equipment in ensuring safety at construction sites in Vietnam as follows:
2.19.1.3 Employers must:
a) Provide employees with appropriate instructions (for example, leaflets) and instructions for employees to use and store the SPEs properly;
b) Inspect and supervise employees to properly use industrial safety devices;
c) Arrange a place to store and preserve industrial protection products in accordance with the manufacturer's instructions;
d) Arrange for managers who have correct and complete understanding of the nature of harmful factors, dangerous factors, scopes and capabilities of each type of industrial sustainable development. The Sustainable Industrial Development Manager is responsible for:
- Select and hand over to employees industrial and sustainable development in accordance with the requirements of safety and health according to the work they have to perform (even when they have to be exposed to adverse conditions);
- Arrange and arrange reasonable for industrial sustainable development to be properly stored, preserved and cleaned;
- Perform decontamination, disinfection, sterilization, decontamination (if necessary) periodically; pay special attention to industrial protection products that have been used in places prone to infection, poisoning and radiation.
2.19.1.4 Employees are responsible for using and properly storing the equipped SPEs; When they are lost, damaged, expired or the product is not suitable for the body, they must immediately notify the manager of industrial protection or the employer for timely renewal.
2.19.1.5 If workers are required to work alone on site, in confined spaces or in hard-to-reach locations, employers must provide workers with appropriate alarm equipment in good working order for use in an emergency.
What are the standards of living conditions for workers at construction sites in Vietnam?
Pursuant to Section 2.20.1 of the National technical regulation on safety in construction QCVN 18:2021/BXD promulgated together with the Circular 16/2021/TT-BXD on standards of living conditions for workers at construction sites in Vietnam as follows:
2.20.1.1 The employer must provide a full range of facilities to serve the necessary daily needs of the workers on the construction site, including: eating house, temporary accommodation, changing area, toilet area, bathing area, laundry and other utilities according to the provisions of the law on OSH, food safety and protection of people's health.
Note 1: The specific requirements on the size of utilities and welfare regimes (including attached equipment) at the workplace comply with the Circular No. 19/2016/TT-BYT dated June 30, 2016 of the Ministry of Health guiding the management of occupational hygiene and workers' health.
Note 2: Toilets comply with the regulations of QCVN 07-9:2016/BXD, QCVN 01:2011/BYT.
2.20.1.2 Drinking water must be provided sufficiently and arranged in convenient and hygienic locations on the construction site. Water quality must meet the requirements of 2.20.2.
2.20.1.3 At a reasonable location in the construction site, the employer must arrange the following facilities and make sure to keep the following facilities clean (depending on the number of employees and working time):
a) Separate toilets for men and women;
b) Changing area (room) with wardrobe and tumble dryer (if possible);
c) Temporary accommodation during the period of having to stop working due to adverse weather conditions.
