Pursuant to Subsection 3.g, Section II of the Government's Action Program to implement Resolution No. 06-NQ/TW dated January 24, 2022 of the Politburo on planning, construction, management and sustainable development of urban areas in Vietnam to 2030, vision to 2045 issued together with Resolution 148/NQ-CP in 2022 stipulating task 11 in investing in developing a synchronous urban infrastructure system to adapt to climate change for sustainable urban development in Vietnam as follows:

Building and developing smart cities

- Content of implementation:

+ Implement priority tasks to 2025, solution tasks to 2030 according to the Project on sustainable smart city development in Vietnam for the period of 2018 - 2025 and orientation to 2030 approved by the Prime Minister Decision No. 950/QD-TTg dated August 1, 2018.

+ Research, build and complete the legal framework on sustainable smart city development; system of national technical standards and regulations; data infrastructure system, system of indicators to evaluate the operational efficiency of smart cities. Clearly define the pilot roadmap and select smart urban pilot cities; allow pilot implementation of a number of specific mechanisms in the pilot implementation of smart city development, ensuring efficiency and suitability with actual conditions.

- Implementing agency: According to the assignment of tasks in Decision No. 950/QD-TTg.

What are regulations on task 12 in investing in developing a synchronous urban infrastructure system to adapt to climate change for sustainable urban development in Vietnam?

Pursuant to Subsection 3.h, Section II of the Government's Action Program to implement Resolution No. 06-NQ/TW dated January 24, 2022 of the Politburo on planning, construction, management and sustainable development of urban areas in Vietnam to 2030, vision to 2045 issued together with Resolution 148/NQ-CP in 2022 stipulating task 12 in investing in developing a synchronous urban infrastructure system to adapt to climate change for sustainable urban development in Vietnam as follows:

Building and developing urban areas capable of coping with climate change, developing green buildings and green urban areas in urban areas, ensuring environmental quality, reducing greenhouse gas emissions and increasing green growth.

- Content of implementation:

+ Implement programs and projects to develop Vietnam's cities to respond to climate change in the 2021 - 2030 period approved by the Prime Minister in Decision No. 438/QD-TTg dated March 25, 2020. 2021.

+ Encourage and promote the investment, construction, management and operation of construction investment projects according to green building criteria and standards, urban projects according to the criteria of green urban areas.

+ Review measures and technologies for water supply, drainage and wastewater treatment to ensure their ability to adapt to extreme climate conditions that may occur due to the impact of climate change.

- Implementing agency: The People's Committees of the provinces and central-affiliated cities shall coordinate with the Ministry of Construction, the Ministry of Natural Resources and Environment and relevant ministries and branches.

What are regulations on task 13 in investing in developing a synchronous urban infrastructure system to adapt to climate change for sustainable urban development in Vietnam? 

Pursuant to Subsection 3.i, Section II of the Government's Action Program to implement Resolution No. 06-NQ/TW dated January 24, 2022 of the Politburo on planning, construction, management and sustainable development of urban areas in Vietnam to 2030, vision to 2045 issued together with Resolution 148/NQ-CP in 2022 stipulating task 13 in investing in developing a synchronous urban infrastructure system to adapt to climate change for sustainable urban development in Vietnam as follows:

Continuing to implement the national target program on building new countryside for urbanized rural areas.

- Implementation content: implement the targets of the new rural construction program in the period of 2021 - 2025; step by step approach to urban infrastructure and services, with synchronous and modern infrastructure connecting with urban areas.

- Implementing agency: People's Committees of provinces and central-affiliated cities; Ministry of Agriculture and Rural Development.
