Pursuant to Article 3 of the Circular 05/2020/TT-BVHTTDL stipulating purposes of library performance assessment in Vietnam as follows:

1. Evaluation of library activities in service of state management of libraries is carried out on the basis of determining the capacity of the library and the impact of the library on individuals, communities and society in order to have appropriate management and investment mechanisms, research, policy proposals, development orientations for library development and reading culture of the whole country.

2. Evaluation of library activities in order to improve the efficiency of library activities is carried out on the basis of assessing the capacity of organizing information resources and library utilities, and renewing and improving the quality of services for the library. Libraries determine operational efficiency, serve as a basis for planning, provide solutions to improve service quality and operational efficiency of the library, affirm the value of the library to users and the community.

What are principles of assessment of library activities in Vietnam?

Pursuant to Article 4 of the Circular 05/2020/TT-BVHTTDL stipulating purposes of library performance assessment in Vietnam as follows:

1. Ensure objectivity, accuracy and compliance with the provisions of law in evaluating library activities through the use of quantitative, statistical, calculation and data collection methods according to national standards.

2. Ensure honesty, publicity, transparency and equality in evaluating library activities through the collection of information and evaluation data that are investigated and collected at libraries, and at the same time with the collection of comments from library users according to national standards is generally applied to all types of libraries.

3. Annual evaluation with the evaluation period carried out by the library from December 1 of the previous year to the end of November 30 of the reporting year. For libraries belonging to educational institutions, the self-assessment may be combined by the school year.

1. Self-assessment libraries operate according to the following regulations:

b) Libraries not specified at Point a, Clause 1 of this Article shall evaluate according to the criteria selected by the agency, organization or individual that established the library from a set of criteria according to national standards on the principle of ensuring the following standards: criteria group suitable to the function, mission, scale and role of the library.

2.
