Pursuant to Clause 1 Article 13 of the Circular 04/2022/TT-BXD (takes effect from 01/01/2023) stipulating the drawing in dossiers on projects on the concise detailed planning in Vietnam as follows:

1. The drawing includes:

a) Diagram of the location and boundary of the land area in the zoning planning or the general planning for district-level towns and new urban centers with the predicted population size that is equivalent to the approved planning for grade-V urban centers. The diagram shall be shown in overall land use planning map of ​urban zoning planning or urban land use planning map according to the planning stages of the approved general urban planning at the appropriate scale.

With regard to non-linear technical infrastructure works mentioned in Clause 4, Article 1 of Decree on amendments to a number of Articles of Decrees on state management of the Ministry of Construction, the map of location and scope of planning shall be shown in urban land use planning map according to the planning stages of the general urban planning or provincial land use planning map in the dossier on provincial planning or the diagram of the planning plan of the technical planning which has been approved at an appropriate scale.

b) Overall drawing, architectural plan of the work: Identification of location, scale of works, work items in the land plot (including underground works); planned land use indicators; organization of gardens and internal roads in the planned area. The drawing shall be shown in a topographic map at the scale of 1/500.

c) Technical infrastructure system drawing: Traffic, technical preparation, energy supply and lighting, wastewater drainage, solid waste treatment, passive telecommunications infrastructure and other technical infrastructure works. The diagram shall be shown in a topographic map at the scale of 1/500.

Pursuant to Clause 2, 3 and 4, Article 13 of the Circular 04/2022/TT-BXD (takes effect from 01/01/2023) stipulating the description of dossiers on projects on the concise detailed planning in Vietnam as follows:

2. The description includes:

a) Identification of scope and scale of the planned area. Analysis of location, assessment of natural conditions; population size, current status of land use, landscape architecture, technical infrastructure and environment at the planned area.

b) Identification of objectives of planning. Main requirements and orientations in the general planning or main plan, solutions in urban zoning planning that has been approved enclosed with regulations on management that have been issued relevant to the planned areas.

c) Selection of indicators for land, social and technical infrastructure applicable to the planned area; population size, land, demands for technical and social infrastructure for the planned area.

d) Identification of land use function, area, population size, indicators for land use for each land plot in the planned area; construction lines for each land plot and on road axes (internal roads).

dd) Identification of requirements for organization of space and landscape architecture for the planned area and requirements for allocation of works, work items in the land plot (determination of height, elevation of the floor and ceiling of the first floor; architectural form, fences, colors, dominant materials of works and other architectural objects for each land plot); organization of public trees, gardens in the planned area

e) Identification of underground work construction areas (public underground works, high-rise buildings with basements,…).

h) Urban technical infrastructure system planning: Comply with regulations of Clause 5, Article 20 Decree No. 37/2010/ND-CP.

3. Drafts of the Proposal and Decision on approval for projects on planning.

4. Appendix attached to the description (explanations, additional arguments for description; Illustrations; calculated data). The relevant legal documents must be attached.

What are included in the drawing in dossiers on tasks in urban technical infrastructure planning in Vietnam?

Pursuant to Clause 1 Article 14 of the Circular 04/2022/TT-BXD (takes effect from 01/01/2023) stipulating the drawing in dossiers on tasks in urban technical infrastructure planning in Vietnam as follows:

1. The drawing include map of the boundaries for planning for urban technical infrastructure. The drawing shall be shown in the space development orientation diagram of the whole city at the appropriate scale.
