Pursuant to Clause 2 Article 27 of the Circular 04/2022/TT-BXD (takes effect from 01/01/2023) stipulating the description of dossiers on projects on zoning planning for construction of special purpose zones in Vietnam as follows:

2. The description includes:

a) Identification of scope and scale of planning. Analysis of location, assessment of natural conditions; current status of population, land use functions according to regulations of Appendix V of this Circular; landscape architecture, social and technical infrastructure and environment. Assessment of current status of programs and projects on development investment that have been conducted. Identification of underlying problems that must be handled.

b) Identification of objectives of planning. Main requirements and orientations in provincial planning (for non-urban areas, special purpose zones with the approved general planning); general urban planning or general planning for construction of special purpose zones that has been approved enclosed with the issued regulations on management for the planned area.

c) Selection of criteria for land, social and technical infrastructure applicable to the planned area; population size, land, demands for technical and social infrastructure for the planned area.

d) Regulations on land use functions for each city block (divided by tertiary roads) in the planned area. Identification of location, scale and structure of unité d'habitations; location and scale of social infrastructure works at urban level or higher (if any); area, population size, indicators for land use for each function according to city block in the planned area; location and scale of underground works. Identification of construction lines on road axes in the planned area.

dd) Identification of principles and proposal for solutions to organization of space, architecture, landscape for each function, city block, main road axis, open space area, public space, highlight area, conservation area,... in the planned area.

e) Technical infrastructure system planning: Comply with regulations of Point dd Clause 1, Article 13 Decree No. 44/2015/ND-CP.

g) Proposal for solutions to environmental protection.

h) Rationales for identification of the list of programs and projects given priority for investment; proposal for mechanisms for mobilization and creation of resources for implementation.

The description of the project on zoning planning for construction shall have statistical tables, calculation appendices, illustrations and system of diagrams and drawings (A3 size) with symbols and notes enclosed with contents of each part of the relevant description.

3. Appendix attached to the description (explanations, additional rationales for description; illustrative drawings; calculated data and relevant legal documents).

4. Regulations on management according to projects on zoning planning for construction: Contents shall comply with regulations of Clause 2 Article 15 of Decree No. 44/2015/ND-CP. The diagrams must be attached.

5. Drafts of the Proposal and Decision on approval for projects on planning.

Pursuant to Clause 1 Article 28 of the Circular 04/2022/TT-BXD (takes effect from 01/01/2023) stipulating the drawing in dossiers on tasks in detailed planning for construction of special purpose zones in Vietnam as follows:

1. With regard to areas of a special purpose zone that falls within urban area: the drawing includes diagram of location of the planned area and the drawing shall be shown in diagram of orientation of development of space of the approved general urban planning at an appropriate scale. Map of the boundaries, scope of research and scale of the planned area. The map shall be shown on overall land use planning map of zoning planning that has been approved at the appropriate scale

With regard to areas of a special purpose zone that falls outside urban area: the drawing includes diagram of location of the planned area (the drawing shall be shown in space development orientation diagram of the general planning for construction of special purpose zones (if any) at an appropriate scale), and landscape architecture space organization diagram of zoning planning for construction that has been approved.

a) Reasons, necessity and grounds for detail planning; location, scope, area and functions of the planned area. Preliminary orientations to development in general urban planning, general planning for construction of special purpose zone (if any) and contents of the approved zoning planning for construction that affects the scope of planning. Requirements for management and development investment for the planned area. The detailed planning must unify and concretize the zoning planning that has been approved.

b) Assessment of overview of natural features and current status, preliminary identification of basic problems and issues that must be handled in project on the detailed planning and requirements for concretization of the zoning planning that has been approved.

c) Estimation of functions and population size; applicable indicators in project on the demand for land use, social and technical infrastructure according to regulations of the zoning planning or general planning that has been approved.

d) Specific requirements for investigation, collection of documents and data, assessment of current status; requirements for status database.

dd) Requirements for main contents of the detailed planning. Proposal for work items subject to investment in construction in the planned area; identification of requirements for research on organization of space, architecture, landscape, land use, technical infrastructure networks and other requirements.

e) Identification of the list of drawings, descriptions and attached appendices; the quantity and specifications of the dossiers on projects on planning; cost estimates; plans and progress in planning; identification of requirements for contents, forms and enquired entities.

3. Drafts of the Proposal and Decision on approval for the planning.
