Technical Infrastructure Planning Requirements in Construction Planning
Planning of Technical Infrastructure in Construction Planning Must Ensure the Requirements Stipulated in Section 1.5.7 of QCVN 01:2021/BXD National Technical Regulation on Construction Planning Issued Together with Circular 01/2021/TT-BXD. To be specific:
- The planning of technical infrastructure works must ensure that they fully meet the needs of the area and are consistent with urban, rural, and other functional area development forecasts;
- The forecast of technical infrastructure needs must be based on the current data series, projects, areas with similar conditions, or selected applicable standards;
- Technical infrastructure planning must take into account the effects of climate change and sea-level rise;
- The planning of technical infrastructure works for shared use (route direction, location, scale) must determine the works that participate in shared use to ensure uniformity and synchronization;
- Transportation and technical infrastructure works must ensure accessibility for people with disabilities according to the requirements in QCVN 10:2014/BXD;
- On main streets, public areas (commercial areas, parks, markets, bus terminals, squares, main bus stops, etc.), and fuel stations outside urban areas, public toilets must be arranged. Public sanitation works must comply with QCVN 07-9:2016/BXD;
- The public lighting system, including road lighting, traffic works, parks, flower gardens, decorations, festivals, architectural and artistic structures, must ensure brightness, illuminance, safety, and energy saving requirements. Public lighting works must comply with QCVN 07-7:2016/BXD;
- The planning of technical telecommunications infrastructure works must comply with the regulations of QCVN 07-8:2016/BXD, QCVN 33:2011/BTTTT.
