On August 30, 2024, the Minister of Construction in Vietnam issued Circular 08/2024/TT-BXD, providing regulations on numbering and attaching house/building number plates in urban areas, rural areas, residential construction investment projects, urban area investment projects, and industrial zones nationwide.
Circular 08/2024/TT-BXD takes effect from October 15, 2024, and applies to state management agencies and organizations, individuals related to numbering and attaching house/building number plates.
Article 4 of Circular 08/2024/TT-BXD stipulates the requirements for numbering and attaching house numbers as follows:
- Ensuring the identification of house addresses and facilitating the organization and individuals in receiving information, communication, civil transactions, commercial transactions, and other transactions.
- Contributing to the urban and rural beautification, enhancing administrative, residential management efficiency, fire prevention, security, and order as per the law.
- Being consistent with the house address in the application dossier for certificates of land use rights, house ownership, and other assets attached to the land.
- Ensuring the management of information, data on the address of organizations and individuals; ensuring integration, connectivity, sharing with the national population database, national land database, and other related databases upon request.

Where is the house nameplate in Vietnam placed?
Under Article 18 of Circular 08/2024/TT-BXD on the attachment of house group nameplates, house nameplates, floor number plates, stairs number plates: number plates:
Article 18. Attachment of house group nameplates, house nameplates, floor number plates, stairs number plates:
1. The house group nameplate is placed at one corner of the house group, on the sidewalk near the largest street.
2. The house nameplate is placed on the façade and the two end walls of the house. On the façade, the plate is placed on the 1st floor in the case of a single-storey house, on the 2nd floor in the case of a multi-storey house.
The placement of the house nameplate on the end wall or other positions is decided by the implementing unit, ensuring conformity with the specific conditions and ease of recognition and observation.
3. The placement of floor number plates, stairs number plates: number plates is decided by the implementing unit, ensuring conformity with the specific conditions and ease of recognition and observation.
According to the above regulation, the house nameplate is placed on the façade and the two end walls of the house. On the façade, the plate is placed on the 1st floor in the case of a single-storey house, on the 2nd floor in the case of a multi-storey house.

What are the regulations on numbering a house that has not yet been numbered between two consecutively numbered houses on the street in Vietnam?
Under Article 6 of Circular 08/2024/TT-BXD on townhouse numbering:

3. For streets without continuous housing (with vacant land), the district People's Committee bases on the detailed construction plan of the street approved by the competent authority to number the house and ensure reserved house numbers for houses, buildings on that street; if there is no detailed construction plan for the street, the district People's Committee decides to organize numbering and attach house numbers to suit the specific conditions of each area.
4. In case a house that has not yet been numbered is placed between two consecutively numbered houses on the street, the new houses are numbered according to one of the following two ways:
a) Number with the combination of the smaller house number and uppercase Vietnamese letters (A, B, C,...), starting from A (for example: a house that arises between two houses numbered 20 and 22 will be numbered 20A, 20B, 20C,...);
b) Number with the combination of the smaller house number and a dash and natural numbers, starting from 1 (for example: a house that arises between two houses numbered 20 and 22 will be numbered 20-1, 20-2, 20-3,..., 20-24, 20-25,..., 22).
5. For newly extended streets at the end of the road, house numbers follow the last number already numbered on that road according to the provisions of this Circular.
According to the above regulation, in case a house that has not yet been numbered is placed between two consecutively numbered houses on the street, the new houses are numbered according to one of the following two ways:
