Pursuant to Article 15 of the Decree 51/2019/NĐ-CP stipulating violations against regulations on management and use of state budget expenditures on scientific and technological activities in Vietnam as follows:
1. Imposing the fine ranging from 10,000,000 dong to 20,000,000 dong for one of the following violations:
a) Using scientific and technological research expenditures for wrongful purposes;

3. Mitigation and relief measures:
a) Compulsory reimbursement of sums used for wrongful purposes or identical to others owing to commission of the violation defined in clause 1 of this Article;
...
As regulations above, a fine ranging from 10,000,000 dong to 20,000,000 dong shall be imposed for using scientific and technological research expenditures for wrongful purposes. In addition, sums used for wrongful purposes shall be returned.
