According to Clause 2a, Article 25 of Decree 100/2019/ND-CP, the penalties for drivers of cars violating regulations on the transportation of oversized, overweight goods are as follows:

A fine ranging from VND 5,000,000 to VND 7,000,000 for one of the following violations:

Transporting oversized, overweight goods with a valid traffic permit but not following the designated route as specified in the permit.

Additional penalty: Suspension of the driving license from 2 months to 4 months.

Measure to remedy the consequences: Restoration of the original condition altered due to the administrative violation.

Therefore, if a car driver transports oversized, overweight goods but does not follow the designated route as per the permit, they may be fined from VND 1 to 2 million.
