As you did not specify whether you are operating a motorcycle or a car, the editorial team provides guidance for the penalties applicable to both types of vehicles.

  1. For Motorcycles:

According to Clause 4, Article 6 of Decree 46/2016/ND-CP, which regulates the administrative penalties in the field of road and railway traffic, a fine ranging from 300,000 VND to 400,000 VND is imposed for any of the following violations:

b) Carrying three or more people on the vehicle;

c) Not adhering to traffic light signals;

d) Stopping or parking on a bridge;

...

i) Entering prohibited roads or areas; going against the flow on a one-way street, or going against the flow on a road marked “No entry going against the flow,” except for prioritized vehicles on emergency duty as prescribed;

...

In addition to a monetary fine, operators driving against the one-way traffic are also subject to additional penalties, including suspension of the driver's license from 1 month to 3 months (Point b, Clause 12, Article 6 of Decree 46/2016/ND-CP).

  1. For Cars:

According to Clause 4, Article 5 of Decree 46/2016/ND-CP, a fine ranging from 800,000 VND to 1,200,000 VND is imposed for operators involved in any of the following acts:

a) Driving in tunnels without using low beam lights; reversing or turning around in tunnels; overtaking in tunnels at inappropriate places;

b) Entering prohibited roads or areas; going against the flow on a one-way street, or going against the flow on a road marked “No entry going against the flow,” except for violations specified at Point a, Clause 8 of this Article, and prioritized vehicles on emergency duty as prescribed;

...

In addition to a monetary fine, operators involved in such violations are subject to additional penalties: suspension of the driver's license from 1 month to 3 months (Point b, Clause 12, Article 5 of Decree 46/2016/ND-CP).
