How much is the fine for cars without both rearview mirrors?
Based on Point a Clause 2 Article 16 of Decree 100/2019/ND-CP regarding the penalties for drivers of automobiles for violations, specifically:
A fine ranging from VND 300,000 to 400,000 shall be imposed for any of the following violations:
Driving a vehicle without sufficient lighting equipment, license plate lights, brake lights, signal lights, windshield wipers, rearview mirrors, seat belts, emergency exit tools, firefighting equipment, pressure gauges, or speedometers, or having such equipment but it is non-functional, does not meet design standards (applies to vehicles that are required to have such equipment), except for violations stipulated in point m clause 3 Article 23, point q clause 4 Article 28 of this Decree;
This provision does not specify the quantity of rearview mirrors, so having none or only one rearview mirror will also result in a fine ranging from VND 300,000 to 400,000.
However, one of the principles when imposing administrative penalties is to consider the nature, severity, consequences of the violation, the offender, and mitigating or aggravating circumstances (Point c Clause 1 Article 3 Law on Handling Administrative Violations 2012). Therefore, lacking both rearview mirrors may incur a higher fine compared to missing just one mirror (The fine still ranges from VND 300,000 to 400,000).
In addition to the fine, the driver of the automobile will also be required to install adequate rearview mirrors as stipulated.
