How are Teachers Penalized for Fabricating and Slandering Others?
Article 156 of the Criminal Code 2015 stipulates the Crime of Slander as follows:
- Anyone who commits one of the following acts shall be fined from 10,000,000 VND to 50,000,000 VND, subjected to non-custodial reform for up to 2 years, or imprisoned from 3 months to 1 year:
a) Fabricating or spreading information known to be false to seriously infringe upon the honor, dignity, or cause damage to the legitimate rights and interests of others;
b) Fabricating that another person has committed a crime and accusing them before a competent authority.

The honor, dignity, and reputation of an individual are inviolable and protected by law. According to your presentation, that teacher fabricated information affecting your honor, dignity, work, health, destroying family happiness, and causing misunderstandings and division between your parents. If you have evidence of this event, you can report the matter to the police authority. If there is sufficient basis, the police will prosecute this act as the Crime of Slander.
In case there is not enough basis for criminal handling, the teacher's act may be subject to a Warning or a fine from 100,000 VND to 300,000 VND according to Clause 1a Article 5 of Decree 167/2013/ND-CP.
Disciplinary measures: According to Decree 27/2012/ND-CP, a public employee who insults the honor and dignity of others in the performance of their duties shall be subject to disciplinary measures in the form of a warning. The statute of limitations for disciplinary action is 24 months, from the time the public employee commits the legal violation until the time the head of the public service provider with authority issues a written notice regarding the consideration of disciplinary action.
