Drinking Alcohol and Riding Bicycles in Traffic Can Be Fined Up to 600,000 VND?

Basis for Sanction: Article 8 of Decree 100/2019/ND-CP (Sanctions for operators of bicycles, electric bicycles, and other rudimentary vehicles violating road traffic rules):

+ Point q Clause 1: A fine ranging from VND 80,000 to VND 100,000 shall be imposed on the operator of the vehicle for committing one of the following violations:

Operating the vehicle on the road with a blood alcohol concentration or breath alcohol concentration but not exceeding 50 milligrams/100 milliliters of blood or not exceeding 0.25 milligrams/1 liter of breath.

+ Point e Clause 3: A fine ranging from VND 200,000 to VND 300,000 shall be imposed on the operator of the vehicle for committing one of the following violations:

Operating the vehicle on the road with a blood alcohol concentration or breath alcohol concentration exceeding 50 milligrams but not exceeding 80 milligrams/100 milliliters of blood or exceeding 0.25 milligrams but not exceeding 0.4 milligrams/1 liter of breath.

+ Point c Clause 4: A fine ranging from VND 400,000 to VND 600,000 shall be imposed on the operator of the vehicle for committing one of the following violations:

Operating the vehicle on the road with a blood alcohol concentration or breath alcohol concentration exceeding 80 milligrams/100 milliliters of blood or exceeding 0.4 milligrams/1 liter of breath;...

Thus, depending on the specific case of alcohol concentration violation mentioned above, the bicycle rider will be correspondingly fined, and the highest fine is VND 600,000.
