Automobiles stopping at bus stop locations for passenger pick-up/drop-off: Are they subject to impoundment?

Point d Clause 3 Article 5 of Decree 100/2019/ND-CP stipulates:

A fine ranging from 800,000 VND to 1,000,000 VND shall be imposed on the driver who commits any of the following violations:

...

d) Stopping or parking the vehicle at the following locations: at intersections or within a 05-meter range from the edge of the intersection; bus stops or passenger drop-off/pick-up points; in front of gates or within a 05-meter range on either side of the gates of offices and organizations with designated automobile entry and exit routes; at locations where the road width only allows for a single lane; obscuring road signs; at median openings;

According to the provisions on additional penalties as specified in Clause 11 of this Article, the driver committing this violation will not have their driver's license confiscated.
