Are Car Passengers Required to Alight When Crossing a Ferry?
In Clause 2, Article 23 of the 2008 Road Traffic Law, regulations on crossing ferries and pontoon bridges are specified as follows:
Article 23. Crossing ferries and pontoon bridges
- When getting off the ferry, while on the ferry, and while disembarking, everyone must get out of the vehicle; except for operators of motorized vehicles, special-use vehicles, the sick, the elderly, and the disabled.
=> Thus, according to the aforementioned regulation, when crossing ferries and pontoon bridges, passengers in cars must disembark; this regulation does not apply to the driver.
And according to the regulations at Point b, Clause 3, Article 23 of Decree 100/2019/ND-CP, the penalty levels for the aforementioned violations are specified:
A fine ranging from VND 600,000 to VND 800,000 shall be imposed for one of the following violations:
Allowing passengers to remain in the vehicle when it boards, disembarks from the ferry, or while the vehicle is on the ferry (except for the elderly, the sick, and the disabled);
=> Thus, if the person sitting in the vehicle is not the driver, an elderly person, a sick person, or a disabled person, they will be fined from VND 600,000 to VND 800,000.
