With an income of 2 million VND/person/month, are people in rural areas considered poor households in Vietnam? What are responsibilities of competent agencies and organizations in determining the multi-dimensional poverty approach in Vietnam? If my family lives in a rural area with an income of 2 million VND per person/month, will it belong to the poverty household?

With an income of 2 million VND/person/month, are people in rural areas considered poor households in Vietnam?

Pursuant to Article 3 of Decree 07/2021/ND-CP stipulating the multi-dimensional poverty approach as follows:

1. Multi-dimensional poverty measurement criteria for the period 2022 - 2025

a) Income criteria

- Rural areas: 1,500,000 VND/person/month.

- Urban areas: 2,000,000 VND/person/month.

b) Criteria for the degree of lack of basic social services

- Basic social services (06 services), including: employment; medical; education; House; drinking water and sanitation; information.

- Indicators measuring the level of basic social service shortage (12 indicators), including: employment; dependents in the household; nutrition; Health Insurance; adult education level; children's school attendance; housing quality; housing area per capita; domestic water source; hygienic latrines; use telecommunications services; means of access to information.

c) Basic social services, the index measuring the level of basic social service shortage and the deficiency threshold specified in the Appendix issued together with this Decree.

2. Standard of poor households, near-poor households, households with average living standards in the period of 2022 - 2025

a) The poverty line

- Rural area: A household with an average monthly income of 1,500,000 VND or less and lacking at least 3 indicators measuring the level of basic social service shortage.

- Urban area: A household with an average monthly income of 2,000,000 VND or less and lacking at least 3 indicators measuring the level of basic social service shortage.

b) Near-poor household standard

- Rural area: A household with a monthly per capita income of VND 1,500,000 or less and lacking under 03 indicators measuring the level of basic social service shortage.

- Urban area: A household with a monthly per capita income of 2,000,000 VND or less and lacking under 03 indicators measuring the level of basic social service shortage.

c) Standard households with average living standards

- Rural area: A household with an average monthly income of over 1,500,000 VND to 2,250,000 VND.

- Urban area: Being a household with an average monthly income of over 2,000,000 VND to 3,000,000 VND.

d) The standard of poor households, the standard of near-poor households, the standard of households with average living standards specified in Clause 2 of this Article is the basis for measuring and monitoring the level of deprivation in income and basic social services of the people; is the basis for identifying subjects to implement policies on poverty reduction, social security and planning other socio-economic policies in the period of 2022 - 2025.

Thus, if your household has an average monthly income of 1,500,000 VND or less and lacks at least 3 indicators measuring the level of basic social service shortage, it will be considered for recognition of poor households in rural areas in Vietnam.

What are responsibilities of competent agencies and organizations in determining the multi-dimensional poverty approach in Vietnam?

Pursuant to Article 4 of Decree 07/2021/ND-CP stipulating the organization of implementation as follows:

1. Ministry of Labor - Invalids and Social Affairs

a) Direct localities to organize a review of poor and near-poor households and identify households with average living standards according to the poverty line specified in Article 2 of this Decree.

b) Submit to the Prime Minister for promulgation the process of annual review of poor and near-poor households and the process of identifying households engaged in agriculture, forestry, fishery and salt production with average living standards for the period 2022-2025.

c) Starting from 2021, applying information technology in the annual review of poor and near-poor households.

2. Ministry of Planning and Investment

a) Supplementing the system of collecting multidimensional data and multi-dimensional poverty index in the population living standard survey in order to serve the monitoring and assessment of multi-dimensional poverty status of the country and localities.

b) Every year, the Ministry of Planning and Investment announces the general poverty rate (with updated consumer price index - CPI), the percentage of households lacking in income and basic social services, and the multi-dimensional poverty index (MPI).

3. Ministry of Finance

Balance and allocate budget to implement poverty reduction and social security policies according to multi-dimensional poverty approach for the period of 2021 - 2025, apply information technology in the annual review of poor and near-poor households.

4. Relevant ministries and branches

On the basis of the lack of income and basic social services of the people nationwide and in each locality, propose to the Government and the Prime Minister on solutions to impact in specific and regular programs, projects and policies in order to improve the people's income and access to basic social services, especially in areas with a high percentage of poor and near-poor households.

5. The Committee for Ethnic Minority Affairs shall coordinate with the Ministry of Labor, War Invalids and Social Affairs and relevant ministries and branches in formulating, guiding and implementing sustainable multi-dimensional poverty reduction solutions suitable for ethnic minorities and mountainous areas.

6. Request the Vietnam Fatherland Front Central Committee and socio-political organizations to strengthen supervision of the implementation of the multi-dimensional poverty approach in the 2021-2025 period and the implementation of policies and programs to support poor households, near-poor households and households with average living standards in order to ensure publicity, transparency and the right target audience as prescribed.

7. Responsibilities of the People's Committees of the provinces and centrally-run cities

a) Communicating, raising awareness of all levels, sectors and people about the multi-dimensional poverty line in the period of 2021 - 2025 in the locality; the review and identification of poor and near-poor households;

b) Organize a review of poor households and near-poor households at the beginning of the period; annual review of poor and near-poor households according to the multi-dimensional poverty approach for the period of 2021-2025; classification of beneficiaries of annual poverty reduction and social security policies; identify households engaged in agriculture, forestry, fishery and salt production with average annual living standards.

c) Organize the implementation of solutions to increase income and the ability to effectively access and use basic social services of people in the area.

d) Based on the actual conditions and capabilities of the locality, the provinces and centrally-run cities can raise the income criterion higher than the national multi-dimensional poverty approach, provided that they balance their local budgets according to the provisions of law and supplement the criteria for the degree of shortage of basic social services (services, deprivation index), adjust the threshold for measuring deprivation indicators, and implement policies to support poor households in their localities.
