Pursuant to Clause 1, Article 3 Decree 137/2020/ND-CP providing regulations on the management and use of fireworks:
Article 3. Definition of Terms
In this Decree, the following terms shall be construed as follows:
1. Fireworks are products containing fireworks powder, which, when subjected to the impact of mechanical, thermal, chemical, or electrical stimuli, undergo rapid, strong chemical reactions to produce gas, creating sound, light, and colors in the space, causing explosions or not causing explosions. Fireworks include: Firecrackers, firework displays.
a) Firecrackers are products manufactured either by hand or industrially, which, when subjected to the impact of mechanical, thermal, chemical, or electrical stimuli, produce explosions or whistling sounds, explosions, and color effects in the space;
Firecrackers that produce whistling sounds, explosions, and color effects in the space are called firework explosions;
Low-level firework explosions are fireworks with a diameter not exceeding 90 mm or a range not exceeding 120 m. High-level firework explosions are fireworks with a diameter over 90 mm or a range over 120 m;
b) Fireworks are products manufactured either by hand or industrially, which, when subjected to the impact of mechanical, thermal, chemical, or electrical stimuli, create sound, light, and color effects in the space, without causing explosions.

What are case eligible to use consumer fireworks in Vietnam?
Pursuant to Article 17 Decree 137/2020/ND-CP providing the uses of consumer fireworks in Vietnam:
Article 17. Use of consumer fireworks
- Agencies, organizations, and individuals with full civil act capacity are allowed to use fireworks in the following cases: Festivals, Tet, birthdays, weddings, conferences, openings, anniversaries, and in cultural and artistic activities.
- Agencies, organizations, and individuals using fireworks must only purchase them from organizations and enterprises licensed to produce and trade fireworks.
According to the regulations, fireworks can be used in the following cases:
- Festivals, Tet.
- Birthdays
- Weddings
- Conferences
- Openings
- Anniversaries and in cultural and artistic activities.

Based on Subsection 1, Section 2 Guideline 112/HD-TLD 2014 providing regulations on commemorative propaganda activities in Vietnam:
II. COMMEMORATIVE PROPAGANDA ACTIVITIES
1. Major holidays and events commemorated on a national scale
According to the Guideline, the Central Propaganda and Training Commission, the General Confederation will have separate guidelines on the propaganda of major holidays commemorated at the national level such as:
- Commemoration of the 60th Anniversary of the Dien Bien Phu Victory (May 7, 1954 - May 7, 2014)
- Commemoration of the 70th Anniversary of the Founding of the People's Army of Vietnam (December 22, 1944 - December 22, 2014) and the 25th Anniversary of the All-People Defense Day (December 22, 1989 - December 22, 2014)
- Commemoration of the 60th Anniversary of the Liberation of the Capital (October 10, 1954 - October 10, 2014)
- Commemoration of the 60th Anniversary of the Signing of the Geneva Agreements on Peace in Vietnam and Indochina (July 20, 1954 - July 20, 2014)
According to the above regulation, October 10 is the Liberation Day of the Capital. The year 2024 marks the 70th anniversary of the Liberation of the Capital.
On the afternoon of September 24, 2024, at the meeting of the Standing Committee of the Hanoi Party Committee for comments on the activities to commemorate the 70th Anniversary of the Liberation of the Capital (October 10, 1954 - October 10, 2024), the collective Standing Committee of the Hanoi Party Committee unanimously directed the cessation of all firework displays in all 30 urban districts, rural districts, and district-level towns during the 70th Anniversary of the Liberation of the Capital.
Specific adjustments will be considered for each event to ensure practical significance, focusing heavily on the people, emphasizing their participation, response, and enjoyment.
The adjustment of the commemorative activities for the 70th Anniversary of the Liberation of the Capital, while the entire nation is focused on supporting those affected by natural disasters, is very timely and necessary, stemming from the sentiment of compatriots, demonstrating the responsibility of the Capital and the spirit of "Hanoi for the country, together with the country."
Thus, Hanoi will not display fireworks on the occasion of the 70th anniversary of the Liberation of the Capital (October 10, 2024).
